Allocation of Discovery Grants Budget Among 12 Evaluation Groups • Industry Canada, on behalf of NSERC, requested CCA assessment in 2010 • CCA expert panel report: Informing Research Choices; Indicators and Judgment (July 2012) • NSERC consultations on findings in CCA report (fall 2012 – winter 2013) 4

Discovery Grants Program Evaluation • 5 years since 2007 DG program evaluation and International Review • Key question: is the program achieving its 3 objectives and outcomes given changes to peer review process? • Multiple lines of evidence: surveys, consultations, interviews, bibliometric data analysis (winter-spring of 2013) • International Committee to review findings (summer 2013) 5

  5. Major Resources Support Program • NSERC placed a moratorium on the MRS program following the 2012 Federal Budget • Grants from previous competitions that have not yet expired are being honoured 6

Research Tools and Instruments • Broad consultation of communities • Smaller national competition with quota of applications per university based on: o number of NSERC-funded natural sciences and engineering researchers at institutions o minimum quota of two applications • Researchers can be on more than one application • Criteria for evaluation will remain the same 7 7

Research Tools and Instruments • To apply to the RTI program, submit your application to your institutions, by their internal deadlines • Each institution will perform its own internal review process and submit the selected applications to NSERC by the October 25 deadline. • NSERC continues to receive the RTI applications (Form 101 and Form 100) through the NSERC on-line system. • The updated program description and instructions will be available at the beginning of August. 8 8

  8. New Research Portal • End-to-end system • Single point of entry (portal) • Phased in gradually • Discovery Grants and Subatomic Physics Notification of Intent launched in spring 2013 9

  9. Canadian Common CV (CCV) • NSERC CCV launched April 24, 2013 • NSERC will gradually migrate all its programs to the CCV by late 2015 • NSERC CCV to replace the Personal Data Form (Form 100) 10

  11. Changes in Application Process for Discovery Grants  Notification of Intent to Apply (NOI) and full application must be submitted through NSERC’s new Research Portal. New!  Applicants and co-applicants must complete and submit New! NSERC’s version of the Canadian Common CV (CCV) at the NOI and application stages.  Notification of Intent to Apply (NOI) must be submitted to NSERC by the deadline date of August 1, 20:00 Eastern. New!  No NOI by deadline = Not possible to submit a full application. 12
