What is Competency-Based Learning?

Competency-based education describes learning progression based on mastery of content rather than passage of time. Students progress at a meaningful pace, while schools and teachers provide differentiated instruction and support.

Competency-Based Learning Defined

International Association for K-12 Online Learning (iNACOL) and Council of Chief State School Officers (CCSSO) developed the following working definition of competency:

  • 1. Students advance upon demonstrated mastery.
  • 2. Competencies include explicit, measurable, transferable learning objectives that empower

students.

  • 3. Assessment is meaningful and a positive learning experience for students.
  • 4. Students receive rapid, differentiated support based on their individual learning needs.
  • 5. Learning outcomes emphasize competencies that include application and creation of knowledge

along with the development of important skills and dispositions.

How Does ESSA Have an Impact?

  • Prior to the passage of ESSA, federal law prohibited the use of adaptive assessments and test

items outside of a student’s grade level for federal accountability purposes.

  • Under ESSA the responsibility for developing an accountability system now lies in the hands of
  • ur 51 states (including D.C.). ESSA simply provides a framework for the minimum elements that

a state must include in its accountability system. States must include a measure of student growth or other statewide academic indicators for elementary and middle schools and as a measures of student growth may be used for an academic achievement indicator for high schools.

  • ESSA now specifically permits the use of competency-based assessments, instructionally

embedded assessments, interim assessments, cumulative year-end assessments, computer- adaptive assessments, and performance-based assessments.
