LEICESTERSHIRE & RUTLAND CRICKET LEAGUE
Overview
- Several Working Party discussions have taken place in 2013.
- A few amendments have been made to the original proposal as more information has become available.
- All 110 clubs (210 teams) from the 3 leagues have confirmed that they wish to enter the new league.
- Long Whatton will also enter the league in 2014 making a total of 111 clubs and 212 teams.
- Clubs that are unable to fulfil a 22 match season have been taken into consideration.
- Concerns regarding ground ratings are in the process of being addressed.
- Ground standards in the lower divisions will be improved.
- Umpire allocation has been discussed and agreed in principle with ACO officials.
- The rules books of the 3 leagues have been compared.
Overview
Rules
- A substantial amount of the three leagues rules are nearly identical and have therefore been easy to agree upon.
- Where slight differences occur, the Senior & Leicestershire Leagues have agreed to adopt the Everards League rule
as they believe it is more robust and would benefit all clubs.
- The Premier leagues rules will stay unchanged.
- The following major rules have been agreed upon;
- All 3 leagues playing rules are similar.
- The Working Party are far further down the line than they expected to be at this point in time therefore the new
league will be run under one administration from the end of the 2013 season.

League Structure
Division 8 to Division 10 have been reduced to 10 team per division due to certain clubs being unable to fulfil a 22 match season.
- The new Division 11 currently has 8 teams and so therefore has the potential to take an additional 12 teams.
- Some of these 12 places will be filled by the following teams;
- Shepshed Town 3rd XI – Currently playing in the South Notts League (same ground as 4th XI at Belton)
- Sileby Town 4th XI – Playing friendly fixtures in 2013 (same ground as 3rd XI at Mill Lane)
- Ashby Hastings 4th XI – Starting 2014 (same ground as 3rd XI at Western Park)
- Loughborough Carillon 3rd XI – Starting 2014 (2nd ground confirmed)
- Other places may be filled by;
- Newbold Verdon 3rd XI – Awaiting 2nd ground confirmation (Negotiating with Dixie Grammar School)
- Hinckley Town 3rd XI – Awaiting 2nd ground confirmation (Not close to resolution)
- Thorpe Arnold 3rd XI – Depends upon 2013 availability (2nd ground at Spoxton)
- Sides currently playing out of county.
- The final numbers in Division 11 will dictate whether or not it can run as 2 divisions split East/West or as a single
division with teams playing each other once or twice a season.
- Whichever way Division 11 works it is liable to be an ever changing position, it will always be the division used to
balance the numbers in the higher divisions. As such an additional level of flexibility will be built in to the rules to encourage teams to enter. Teams should not fear sanctions & point deductions for failing to fulfil a fixture.

- A side will be eligible for promotion if they meet the required ground rating for the higher division.
- Requests for re-grading of facilities must be received by the end of July each year to allow the ground to be visited
by the end of September.
- If a side finishes in a promotion position and is not eligible for promotion then the promotion place will be
determined as follows; (N.B. Div 4 has only one promotion place so will start at 2nd placed club)
- 3rd placed club in the same region then 3rd placed club in the opposite region.
- 4th placed club in the same region then 4th placed club in the opposite region.
- 5th placed club in the same region then 5th placed club in the opposite region.
- 6th placed club in the same region then 6th placed club in the opposite region.
- If none of the above teams have the required grade then there will be no promotion and the relegated side(s)
in the division above will be reprieved.
- 5th & 6th place eligibility for promotion will only be allowed for the first 4 years of the new league, from 2018
it will revert to 4th place, if no club is eligible then the club(s) being relegated from the division above will be reprieved.

Cross Regional Promotion
In the above scenario Div 4 East is won by a side who do not have the Grade B requirement to be promoted to Div 3. The runners up in Div 4 East have a Grade B rating and so will be promoted in place of the 1st placed club. In the next scenario, the runners up in Div 4 East also do not have a Grade B rating. The promotion will go to the 2nd placed club in Div 4 West who have a Grade B rating. Division 4 West

The East West 1,2,3,4 Split
- Clubs will be earmarked as East 1, 2, 3 or 4 or West 1, 2, 3 or 4 as derived from the East West split map.
- If there is an imbalance between the East & West in a division, then teams that fall in East 4 or West 4 will be
moved first to the region requiring the additional team(s).
- If there is still an imbalance then teams in East 3 & West 3 should be moved, followed by teams in East 2 & West 2
and finally East 1 & West 1 if needed.
- No teams from the same club will be allowed in the same division.
- Sides that finish in the top 10 of Senior Premier in 2013, and those that finish in the top 8 of the Leicestershire
Premier in 2013, will be earmarked and evenly split between the East / West divisions from 2014 to 2017. This will expedite the balancing of the divisions.
- From 2018, clubs will be placed in the division according to their geographical location.
- “Border Teams” may find that in order to balance the East/West divisions that they move from East to West or visa
versa from year to year.

Current allocation of umpires in each league – 84 on average
Umpires
- Until teams have been given enough time to find their level, as far is practical, they will continue to have the same
level of umpire allocations as they currently enjoy.
- Over the course of the next 5 years the allocation of umpires will be moved upwards as the Senior & Leicestershire
League teams get promoted.
- The following table shows the number of teams from each league and which division they will be playing in.
- Assumptions on which teams will be promoted and relegated each year have been made based on the
estimated playing strengths.
- It also assumes that 2 umpires should be allocated to games in the top 4 divisions and 1 thereafter. However
this may not always be possible as inexperienced umpires will need the support of a fellow official for the first half of their initial season.
- There will also be occasions where umpires will be appointed to matches outside the normal range of
- allocation. Such as matches in the last 4 weeks of the season involving promotion/relegation rivals or where
poor discipline has been a factor in the past.

Umpires
- All umpires from all leagues will be added to the new league panel.
- Everards umpires marking system to be adopted by the new league.
- Umpires marks to be used by County Performance Officer and Appointments Panel.
- All umpires to be banded by the County Performance Officer and Appointments Panel dependant on;

- All existing umpires will be encouraged to take some formal education and all new entrants should have to pass the
Level 1 examination of the ACO (or its equivalent).

Ground & Facilities
You can get changed in a nice big changing room, have a great tea, see your score in lights on an electronic scoreboard and have a refreshing hot power shower, but if you get a half tracker that bowls you as it goes past your toes and get hit in the face when fielding as one pops up off a rut, they will be your memories of the game!
Ground Ratings – Not Stopping Promotion
- By the end of May, clubs will know what they need to do to be eligible for promotion at the end of the 2013 season.
- Clubs that can be promoted into a division requiring a higher ground rating than they currently hold will be
assessed and told what they need to improve in order to be eligible for promotion at the end of the 2013 season.
- Priority will be given to;
- D rated teams in the Senior Premier League that would need a C rating to be allowed into Divisions 4, 5 or 6
- Burbage, Bharat Sports, Birstall Village & Hinckley. (This has now been undertaken)
- All Leicestershire League Premier & Division 1 clubs, as the top 8 teams in the Premier and top 2 in Division 1
will need a Grade D rating to enter Division 7 or Division 8.
- Clubs that do not meet the required criteria for the division they should be allocated to will be placed into the
highest appropriate division for their grade. The highest placed club with the required criteria will take their place.
Ground Ratings – Playing Surface
- It is clear that clubs must be graded on facilities, but they cannot be graded on facilities alone.
- Wickets & Outfields will be marked on a weekly basis, this will go towards the Ground & Facilities rating.
- Marking will be made by opposing captains.
- Poor markings will be followed up by the Facilities Committee.
- Letters will be sent to clubs who fall short of the mark, requesting them to submit an improvement plan.
- Failure to make the agreed improvements may result in the regrading of the ground and possible demotion.
- John Upton (ECB Pitch Advisor) will be giving a post season presentation on pitch preparation, which invited clubs
will be expected to attend.
- Every club will be expected to affiliate to LRC Ltd, this will include membership of the L&RACG.
Ground Ratings – Helping Clubs Improve
- Membership of the L&RACG gives access to the following;
- Experienced pitch advisors.
- Assistance in obtaining formal IOG Qualifications.
- 2nd hand equipment sales.
- Discounts on seed and fertiliser through bulk purchasing scheme.

Ground Ratings – Driving the Standard Upwards
- It is the aim of the new league to improve facilities at all levels.
- Initially the focus will be on getting Grade D grounds up to a Grade C and Ungraded grounds up to a Grade D.
- Special attention will be paid to clubs from all leagues with poor wickets and outfields.
- At the request of the Senior League and agreed by the Leicestershire League, divisional gradings will be changed in
- 2015. This will improve the quality of facilities further down the league structure.
- Division 7 will change from a Grade D to a Grade C & Division 9 will change from Ungraded to a Grade D

- Division 7 will stay as a Grade D, Division 9 will change from Ungraded to a Grade D.
- Grade D will require a sight screen at each end.
- This gives clubs two years to make the necessary improvements to their grounds. (Additional time will be allowed
where infrastructure work is required)

L&RACG training courses.

- There is huge potential to increase the revenue of the new league.
- Although welcome, the Everards £2,650 sponsorship of the league is well below market.
- Readers have agreed to donate £8,000 per year to a Grants Fund if we use their balls.
- This would not infringe on any league or divisional sponsorship we may seek.
- A Premier League sponsor should be sort.
- Everards will be spoken to in the first instance to give them the option to support the new league.

The Next Steps
The Next Steps
- For the new league to come into effect, the existing 3 leagues need to be dissolved at the end of the 2013 season.
- In hindsight, splitting the leagues administration as initially proposed as an interim measure would prove difficult.
- Clubs would have different teams, playing under different rules, being run by different administrations.
- The number of EL clubs affected by this would grow rapidly year on year and the confusion would increase.
- A one club one vote system is not a viable option for the decision making process of the new league. Having to refer
back to 111 clubs for agreement to every proposal is simply not feasible.
- A new Interim Management Committee will run the new league through the 2014 season. At the 2014 AGM, all
111 member clubs will have the chance to endorse the committee members or propose changes to the committee and vote on any proposed changes to the rules.
- All member clubs will have a vote at the AGM.
- New rules brought in by the interim committee would only be in place for the inaugural season if found not to the
clubs liking.
- Rules change proposals should be submitted to the Management Committee by the 30th September to be vetted
for acceptability according to;
- ECB Directives & Policies including;
- The Sustainability of the Game.
- Development of Grass Roots Cricket.
- Rules changes that meet the above requirements will be put to the vote at the AGM where a simple majority vote
will determine if the new rules are to be adopted or not.

- Inaugural season of Leicestershire & Rutland Cricket League.

- Rule amendments submitted to executive committee.
- First AGM of new league
- Election of League Management Committee.
- Voting on any acceptable proposed rules changes.
Timescales
- Seasons 2014 to 2017
- Teams finishing down to 6th place can be promoted over higher placed teams if the higher placed teams do not
meet the required ground criteria. From 2018 this will change to 4th place.
- Seasons 2014 to 2017
- 10 Senior Premier League teams going into Divisions 4 E/W, 5 E/W & 6 E/W and 8 Leicestershire Premier League
teams going into Divisions 7 E/W & 8 E/W in 2014 will be evenly split between East and West divisions to aid movement through the divisions.

- Transition of umpire allocations until in 2018 umpires will be allocated from the top down.
