Comprehensive Plan Strategy

  • Strategy GM 1.2(b) - Prepare Subarea Plans

Within the Urban Area, the County will determine areas that may need detailed land use planning and prepare Sub-area Plans when necessary. Such Subarea Plans will be adopted as elements of the Comprehensive Plan. Subareas of potential priority include:

  • South Parker Road Corridor
  • Centennial Airport Employment Center
  • Federal Boulevard Corridor
  • Platte Canyon Road Corridor
  • Tier 1 / Urban Reserve
  • Regional Waste Disposal Site Environs

Purpose of the Plan

  • The 2018 Comprehensive Plan identifies “Urban Reserve” as a

subarea of Tier 1 along the I-70 Corridor. Other than reserving the area for future urban development, little guidance is given in identifying desired future land uses, the character of future development, needed transportation network improvements, and other infrastructure needs.

  • The remainder of Tier 1 is zoned A-1. Much of this area is

already developed with large lot residential development, but large parcels remain which are currently agricultural or vacant.

  • The purpose of the Subarea Plan is to develop a vision for

future development throughout Tier 1 and provide additional guidance for future land uses, transportation network improvements, and other infrastructure needs.

Changing Conditions – Land Use

  • Denver’s aerotropolis and the Colorado Air and Space Port,

as significant regional land uses, will impact future development in the corridor. The Air and Space Port received a site operator license from the FAA in October 2018, seven months after the 2018 Arapahoe County Comprehensive Plan was adopted.

  • Tier 1 was included in the City of Aurora’s East Area

Annexation Study. A portion of Tier 1 was included in Aurora’s recently adopted Comprehensive Plan. The Plan was effective in October 2018, seven months after the 2018 Arapahoe County Comprehensive Plan was adopted.

Roadway Improvement Studies

  • Arapahoe County studying the I-70 /

Watkins interchange to identify interim and ultimate improvements.

  • The County and the Town of Bennett

collaborating on a project to improve the I-70/Converse Road (County Road 133) interchange.

  • CDOT conducting system level study
  • f I-70 along the entire north

boundary of Tier 1 to assess improvements needed to accommodate anticipated growth, including roadway improvements, interchange improvements and new interchanges.
