T HE R IGHT FOR E DUCATION OF THE R OMA COMMUNITY IN THE FRAMEWORK OF THE E UROPEAN I NTEGRATION OF THE R EPUBLIC OF A LBANIA , A COMPARATIVE ANALYSIS  The target of this research is focused on Roma parents as an important component of the life of children, as well as for the liability they do have on their children’s life  In this research, the author attempts to analyze in depth the factors that hinder the assistance that the parents may offer to their children  The outcomes of this research highlight the barriers in implementing the policies and strategies or the difficulties that face the children, as well as their Roma familiars in the education process of their juveniles.

The Overview of Roma lifestyle According to the date of Census 2011, the total number of Roma people has increased to 8301 or 030 % of the population ( Census Population and Housing, INSTAT, 2011 ) . Data which are collected by the average age of the Roma population is 27 years old, almost 10 years younger than the average age of the total population living in Albania (according to Census population 2011 results of 35.5 years old). The Roma community is considered as the most deprived community in Albania, which faces extreme poverty, socio-economic marginalization and persistent discrimination, particularly on the education right, in social protections, health care, unemployment, and housing ineligibilities

  4. T HE H OUSE OF R OMA COMMUNITY According to various studies, about 75%  of the families are very poor compared with the local population that remain 30%. The Roma community is distinguished by  two extremes: 80% of households rated as poor, while a 5% minority enjoys a relatively good economic condition. Today 25.1% of the Roma community in  this age group have basic primary education, 33,5% of this community have secondary education and 3.55% have higher education and only 0,3% have the university education (Mapping of Roma children Albania, CESS, Tirana November 2011)..Cess . 2011. T HE DIFFICULTIES THAT APPEAR IN R OMA EDUCATION T HE EDUCATION IS ONE OF THE MOST IMPORTANT CHALLENGES OF THE A LBANIAN GOVERNMENT AND IS ONE OF THE PRECONDITIONS TO BE REALIZED IN ORDER TO BE PART OF THE BIG E UROPEAN FAMILY T AKING THE SCHOOL CONTEXT AS A STARTING POINT IN THIS STUDY ARE EXPLORING THE MULTIDIMENSIONAL CAUSES SUCH AS ( ECONOMIC , SOCIAL AND CULTURAL ) THAT UNDERLINE THE RELATIONAL PROCESSES OF THE R OMA COMMUNITY EDUCATION AND THE STRUCTURES WHICH ARE RESPONSIBLE FOR EDUCATION T ODAY 25.1% OF THE R OMA COMMUNITY IN THIS AGE GROUP HAVE BASIC PRIMARY EDUCATION , 33,5% OF THIS COMMUNITY HAVE SECONDARY EDUCATION AND 3.55% HAVE HIGHER EDUCATION AND ONLY 0,3% HAVE THE UNIVERSITY EDUCATION (M APPING OF R OMA CHILDREN A LBANIA , CESS, T IRANA N OVEMBER 2011). .C ESS . 2011.   11. CONCLUSION AND RECOMMANDION T HE STUDY HAS CONCLUDED THAT THE MAJOR WEAKNESSES IN THE EDUCATIONAL SYSTEM FOR THE R OMA COMMUNITY IN A LBANIA ARE RELATED TO THE FOLLOWING POINTS : A . V ERY LOW PERCENTAGE OF R OMA INCLUDED IN ALL LEVELS OF EDUCATION , WHICH ADDS EXCLUSION AND LEAVES R OMA AT RISK OF HUMAN TRAFFICKING . B . T HE D ISCRIMINATION AGAINST THE R OMA CHILDREN IN SCHOOLS , INCLUDING THE REDUCTION OF R OMA STUDENTS APART FROM OTHER CHILDREN . C . T HE L ACK OF AN SUITABLE DATABASE ON THE R OMA POPULATION IN GENERAL AND THE LACK OF A SYSTEMATIC COMPILATION OF DATA ON R OMA STUDENTS IN PARTICULAR AS A BASIS FOR THE FORMULATION AND MONITORING OF APPROPRIATE MEASURES TO TARGET THE MOST IMPORTANT OBSTACLES TO THE EDUCATION OF R OMA . D . I MPROVING THE ENVIRONMENTAL CONDITIONS AND INFRASTRUCTURE OF THESE COMMUNITIES IN ORDER TO CREATE SUITABLE LIVING CONDITIONS FOR CHILDREN . E . C ONTINUING AND GROWTH OF INVESTMENTS AND PROJECTS IN SUPPORT OF THE NEEDS OF THIS COMMUNITY . F . R EINFORCEMENT OF THE INSTITUTIONAL MECHANISMS ABOUT INSTITUTIONAL COOPERATION BETWEEN THE PUBLIC AND NON - PUBLIC IN THE INTEREST TO THE WELFARE OF THE R OMA COMMUNITY . G . C HANGES TO CURRICULA AND SYLLABUS AND REFLECTING THEM IN THE R OMA CULTURE , AND ALSO APPRECIATING THE BENEFITS OF EDUCATION LATER IN LIFE . K . P ARENTAL INVOLVEMENT IN EDUCATION THROUGH GOOD PARENTING METHODS AND INVESTMENT IN EARLY CHILDHOOD .
