The State of Kuwait ALIGNMENT OF JPO PROGRAMME WITH KUWAIT NATIONAL DEVELOPMENT PLAN & SDGS • The programme aims to • Achieve the aspirations of KNDP with focus on the 2 most pertinent, Human Capital Development & Global Positioning • Contribute towards implementation of the 2030 Sustainable Development Goals (SDGs)  KNDP 6: Creative Human Administration Economy Global Infrastructure Capital Positioning Reform the education system to better prepare youth to become competitive and productive members of the workforce. Living Health Human  KNDP 7: Exceptional Global Environment Care Capital Positioning Enhance Kuwait ’ s regional and global presence in spheres such as diplomacy, trade, culture and philanthropy. The State of Kuwait JPO HISTORY JPO Batch 1: ▪ JPO Programme started May-13 2013 till May-15 2015 ▪ Total JPOs: 10 JPOs (5 males, 5 females) ▪ Duty Stations: New York, Vienna, Istanbul, Copenhagen, and Bridgetown ▪ All JPOs had completed their 2-years assignments One JPO had extended her assignment for 3 rd year ▪ ▪ Three JPOs had been recruited as full time at UN agencies (FAO, RPA, BPPS) ▪ One JPO had been recruited as full time at OPIC ▪ Two JPOs have continued their PhDs after completing their assignment. 4

The State of Kuwait JPO HISTORY JPO Batch 2: 2 nd JPO Programme started Jan-15 2014 till Jan-17 2016 • • Total JPOs : 10 JPOs (2 males, 8 females) • Duty Stations: New York, Vienna, Bonn, Copenhagen, Bangkok, Singapore, and Brussel • All JPOs had completed their 2-years assignments (except for one person completed 1 year) four JPOs had extended their assignment for 3 rd year (on 50/50 fund base) • • One JPO had been recruited as full time at UN agency (CDF) • One JPO had been recruited in an international NGO (Philippines) 5

  6. The State of Kuwait JPO HISTORY JPO Batch 3: 3 rd JPO programme started Feb-17 2018 • • All JPOs are on their 2nd year assignment • Total JPOs: 6 JPOs (3 males, 3 females) • Duty Stations: New York, Geneva, and Copenhagen • UNDESA first time to participate in JPO programme 6

  8. The State of Kuwait JPO CHALLENGES “ Nothing major, only the matter of adapting to the type of work. “ “ Lack of work. Many of my assignments given are merely to copy paste documents, file documents in folders, and compile notes from other departments. ” * “ the first 5-6 were extremely challenging as I did no have a direct supervisor. While I am happy with the new supervisor that joined in June/July, I feel that I would be in a much better position to learn had the program started later while the supervisor was on board. ”

The State of Kuwait RECOMMENDATIONS TO IMPROVE 4TH BATCH JPO PROGRAMME “ Ensure input into the TORs from current and previous JPOs especially on the location of the JPO due to the knowledge available on different departments. ” “ I suggest they have more support before traveling to their duty stations ” “ Ensure selection of departments that enable JPO career development ” “ The core operational value of the UN is in the field. That is where the real training/learning experience takes place. “ 10

The State of Kuwait JPO FUTURE JPO Batch 4: • 4th JPO Programme will start in Jun-19 • Total JPOs: 9 JPOs (3 males, 6 females) • Duty Stations: New York, Vienna, Bonn, Geneva • UN agencies: UNDP (RBAS – BERA – UNIDO), UNFPA, DESA (UNOG – UNOCT), WHO, ILO, and UNESCO had participated in the programme 11

  12. PROMOTIONAL CAMPAIGN • Radio Stations • TV Channels • Movie Theatres • Newspaper ads. • Social media Promotions (Snapchat/Twitter/Instagram ) 12

ACHIEVEMENTS Achievements: (with the 4 th batch) Kuwait sent 35 JPOs (22 females, 13 male) on verity of posts to • different UN agencies at different locations across the world. • 5 JPOs remained with-in the UN system as full time employees (FAO, UNCDF, RPA, BPPA, UNIDO) • Over than 90% of the JPOs completed their 2 years assignment • 5 JPOs had extended their JPO assignment for 3 year (50/50 cost base)
