1996 - Kings Highway Corridor Association (KHCA) formed May 1999 – KHCA Town Hall Conference
Bring together institutions, businesses & residents Review plans of various groups Build consensus for issues & goals for future growth
October 2000 –Kings Highway Corridor Charette
KHCA & Louisiana Tech University Architecture 28 hour workshop
Identify issues, opportunities & constraints
Explore concepts & strategies
April 2001 – Shreveport M.P.C. project
Assemble background & charette information Develop an “interim overlay ordinance” Develop a scope of work for a “comprehensive plan” for Kings Highway Work with an advisory committee of KHCA

Why this planning project ?
Building value in the unique character of Kings Highway Corridor Undesirable impacts of larger developments & prototypical buildings Current zoning does not adequately address older, developed areas of the city
What will be accomplished?
Identify Issues & Concerns
Develop a scope of work for a Kings Highway Corridor Comprehensive Plan
Interim Overlay Ordinance for design review oversight
When will work be complete ?
Report & recommendations Interim overlay ordinance Comprehensive Plan for Kings Highway
Kings Highway Corridor
Neighborhood Environment
Population increase since 1990 Diverse population & mix of housing types Mixed use corridor is desirable – retain housing along corridor
Traffic, Parking & the Pedestrian Environment
Increased traffic primarily at I-49 Sufficient roadway capacity
Traffic flow & safety is a problem (cross over turning, parking configurations, & speed) Traffic calming or slowing preferable to road widening Poorly designed pedestrian environment
Business Environment
Local businesses, institutions & character areas are unique assets The “sameness” of “big boxes” & prototypical buildings jeopardize uniqueness value Small scale retail is compatible with & supportive of long term neighborhood health Desire to improve quality of development along the corridor
Other design Issues
Reduce visual clutter Improve landscape
Citizen Involvement
greater involvement in defining what their community looks like
Kings Highway Corridor
Development is an amenity for adjacent neighborhoods
Connections between residential & commercial & institutional development
Build on diversity & unique personality of the corridor
Character Zones Local small business focus
Architectural controls
Traffic management that improves the neighborhood setting
Enhance business & adjoining residential by slowing traffic Encourage commercial clusters with shared parking & amenities
Infrastructure that improves image & marketability
Underground Utilities Pedestrian amenities Landscaping & Gateways Signage & lighting controls

Kings Highway Corridor
I-49 Gateway : I-49 to Fairfield
Kings Highway Corridor
I-49 Gateway : I-49 to Fairfield
+ Gateway for InterTech to west & Neighborhoods to east − Large expanses of concrete are sterile, uninviting, & hazardous to pedestrians + Opportunity to improve & beautify Mall St. Vincent connection to Kings Highway + Opportunities for landscape, public art & improved signage to define gateway − Larger square footage buildings should not encroach neighborhoods beyond Barrett − Curb cuts & left turns across multiple lanes are safety & congestion problems + Enhance the views (St. Marks, WK Manor, Moore Center) with additional landscape
Kings Highway Corridor
Line Avenue : Fairfield to Creswell
Kings Highway Corridor
Line Avenue : Fairfield to Creswell
+ Character of setbacks, green space & minimum parking lots between Fairfield & Line + Byrd High & Kings Highway Christian are landmarks − Parking lots and drives near Line Avenue do not enhance pedestrianism or streetscape + Opportunity for pedestrian connection between Byrd & Columbia Park + Tree lined street from Line to Creswell adds to mixed use character of the corridor + Neighborhood commercial scale & uniqueness around Byrd extending south on Line − Prototypical buildings at Line intersection do not add uniqueness value + Creswell intersection is a traffic calming asset to enhance with landscaping
Kings Highway Corridor
Highland : Creswell to Gilbert
Kings Highway Corridor
Highland : Creswell to Gilbert
− Unattractive streetscape – parking / drive configurations, lack of landscape & amenity − Retail box development lacks scale & character of neighborhood commercial − Residential conversions to businesses have resulted in:
Congestion caused by too frequent curb cuts & drives Lack of landscape & poor image quality for business Inadequate & poor parking configurations
− City plans to add a continuous turn lane between Highland & Gilbert will likely exacerbate congestion & adversely impact existing business + Redevelopment in this area could include business clustering & shared parking
Kings Highway Corridor
Centenary / Gladstone : Gilbert to Bayou
Kings Highway Corridor
Centenary / Gladstone : Gilbert to Bayou
Kings Highway Corridor
Centenary / Gladstone : Gilbert to Bayou
− Traffic ingress/ egress at the Post Office − Proposed road widening for left turn at Gilbert will adversely impact adjoining land uses + Redevelopment of Gladstone Neighborhood should be supported with traffic calming + Good character multi-family residential from Gilbert to Centenary + Scale and character of neighborhood commercial across from Centenary + Centenary College campus + Slower traffic between Centenary & Oak will improve business & pedestrian safety − Parking configurations contribute to congestion − Streetscape is generally unappealing + Large quantity of locally owned non prototypical buildings add uniqueness value + KTBS is a good example of building street image
Kings Highway Corridor
Youree Drive : Bayou Pierre to East Kings
Kings Highway Corridor
Youree Drive : Bayou Pierre to East Kings
+ Opportunity to develop drainage area as a pedestrian pathway − Lack of landscaping & sidewalks − Visual clutter of signage , billboards, storage yards … − Increasing number of prototypical buildings is reducing value as a unique place − Roadway improvements from Youree to East Kings will increase traffic capacity & speed + Youree intersection project is an opportunity include generous landscape & amenities − Poor parking configurations contribute to traffic congestion − Hours of operation & property standards are issues in this character zone
