  3. WHO WE ARE Metropolis Music: One of the UK’s leading concert promoters, Metropolis Music was formed in London in 1985. Metropolis’ experienced team covers booking, marketing, ticketing, production and accounting. They promote hundreds of shows each year and are committed to working with acts from their inception, helping to build their careers as touring artists in small concert venues through to stadiums. MAMA and Metropolis are now part of Live Nation Entertainment, the world’s largest live events business.

EVENT DETAILS Event Dates: Day 1: Friday 31st May Day 2: Saturday 1st June Day 3: Sunday 2nd June Event Capacity : 14,999 per day Build Start : Monday 27th May 2019 Event Timings : Friday 31st May 13:00 - 22:00 hrs NAS / De la Soul / Nipsey Hussle Saturday 1st June 13:00 - 22:00 hrs Wizkid / Wande Coal / Maleek Berry Damian Marley / J Balvin / Burna Boy Sunday 2nd June 12:00 - 21:00 hrs Site Clear : Thursday 6th June

  5. The Ends is an extraordinary, new, music festival for Croydon, bringing an eclectic mix of artists and styles to Lloyd Park. The inaugural event aims to engage and inspire local, national, and international communities of composers, performers, creators, and concert-goers through world-class perfomances from the best live performers of Rap, Afrobeat, Hip-Hop and Dancehall. The festival is designed to offer access and opportunity to the best young, local talent; to share space on stage and to all areas of the live music industry.

  6. PARKING / ROAD CLOSURES We propose a number of road closures and parking restrictions around the event days with 2 main aims: Deter non-resident vehicles parking in streets around the event using Road Closure signage, resident access permits scheme and stewards Time-limited road closure on Coombe Road (East and West from to Park Hill Road to Oaks Road) to allow for safe egress We expect to close the road for a period of around 30 mins, within a 2 hour window each evening, 1 hour either side of the show curfew Resident Access Permit Scheme Resident Access Permits distributed by 24th May 2019 - Link on community website (from next month) to request additional permits Traffic plans published on community website We will write to all affected residents with details of the scheme and contact details

KEY Time-limited road closure Resident permit scheme Resident permit parking road closure restricted The Ends Festival The time-limited road closure of Coombe Rd would be expected to be applied to assist a safe and smooth egress. The expectation is that the closure would be applied for up to 1 hour either side of curfew: Fri: 21:00 - 23:00 Sat: 21:00 - 23:00 Sun 20:00 - 22:00. Otherwise we would expect it to remain open with a clearway order to prevent stopping. All the roads o ff Coombe Rd (highlighted blue & pink) would require road closures. We’d propose a resident permit scheme ro allow permissive access to residents. Those coloured pink would have no vehicle access during the closed period.

AUDIENCE ARRIVAL & DISPERSAL In keeping with previous events of this type, we expect The Ends audience will arrive over a number of hours and the majority will stay until the main stage headline performance finishes We expect the audience to use East Croydon as their main train station and that the trams will be used for entry, but not exit from the Park Trams will not stop for passengers (boarding or alighting) at Lloyd Park stop for a 45 min period around the event egress times The proposed egress route for attendees is to use the full width of Coombe Road up to the roundabout at Park Hill Road - from there to use foot path only into central Croydon We will provide security / stewards, toilets and litter management along this route We will manage road crossings Security will remain in place until road closures are lifted and egress is complete

KEY Pedestrian route to/from East Croydon Egress to use full road width 1.6 miles 32 mins The Ends Festival Full width of Coombe Rd used for egress The plan indicates the proposed pedestrian route to/from East Croydon station. We would expect to provide signage, stewards, barrier, and toilets along the route and to marshal road crossings, where appropriate. The proposal would be, that during egress, we allow pedestrians to use the full road width through the road closure, and then to push pedestrians onto the pavements. During egress, we would not expect to use the Lloyd Park Tram stop for attendees - given expected capacity and frequency - subject to consultation with TfL.

NOISE MANAGEMENT A Noise Management Plan will be produced as part of the planning process Noise Management Plan and off-site levels will be agreed with Croydon Council Environmental Health team Agreed volume levels monitored at all times by industry-leading acoustic consultants in conjunction with Croydon Council We will provide a residents hotline and e-mail address. Both will be staffed throughout the event so that any complaints can be logged and investigated Site build and de-rig hours will be agreed with Croydon Council and be within the usual event construction times

  13. RESOURCES Park Cleaning - paid for by The Ends & carried out by the organisers’ contractors Street Cleaning - paid for by The Ends and carried out by Croydon Council contractors in accordance with pre-agreed plans Policing - core Policing carried out by MPS, additional Police resources to be agreed and paid for by The Ends Park reparations - paid for by The Ends, carried out by Croydon Council contractors Medical cover - provided to appropriate level on site at organisers’ expense

  14. MONITORING SCRUTINY & ACCOUNTABILITY Plans for the event will be scrutinised and agreed by the Safety Advisory Group (Local Authority Departments, Police, Fire, Medical, Environmental Health & Safety, Traffic & Transport etc) Local Authority officers will monitor the event to ensure real-time compliance with agreed plans and licence conditions The Ends management team will be present to ensure that agreed plans are delivered, with specific, qualified and experienced managers in place to deliver agreed plans in respect of security and stewarding, health & safety, medical provision, traffic and noise, among others

  15. COMMUNITY BENEFITS Music Industry and Event Management Workshops for year 11-13 students from local schools & colleges: BRIT School / Croydon College Harris Academy South Norwood John Ruskin College / Norbury Manor Quest Academy / Riddlesdown Collegiate Shirley High Work Experience - up to 4 places awarded from students taking part in Event Management Workshops Charity Football Tournament: - Lloyd Park or Elmers End Goals (weather dependent) - 12pm - 6pm - Details on website from mid-April (www.theendsfestival.com/experience) Free ticket ballot for local residents - 100 tickets per festival day
