Committee of the Verkhovna Rada on freedom of speech and information policy unanimously supported the drafu Law «On foreign broadcasting system of Ukraine» developed by the Ministry of Information Policy of Ukraine. The drafu Law provides the establishment of the state foreign broadcasting system that will allow conveying information on events in Ukraine to millions of Ukrainians living abroad. A meeting of the Collegium of the Ministry of Information Policy, headed by the Minister Yurii Stets, with the participation of the Prime Minister of Ukraine Arseniy Yatsenyuk and the Chairman of the VRU Committee on freedom of speech and information policy was held. At the beginning of the event the Minister presented to the Head of Government the stafg of the Ministry, introduced the work of Advisors on key directions, and reported on the results of progress of the MIP for the last 4 months, including the implementation of the Action Plan of the Government 2015. The Collegium unanimously approved a number of decisions made at the meeting afuer all the reports according to the agenda.
At the end of the meeting Arseniy Yatsenyuk defjned the following tasks for the MIP that will help to protect the information space of the state: launching coordination centers for foreign media, work on the Ukrainian broadcasting coverage map in the east of Ukraine, and dissemination of social video about Ukraine on world TV channels.

MIP organized purchase of satellite television sets with Ukrainian broadcasting packages for the soldiers in the forefront. 156 sets were installed. AFU forbade disclosing locations of 88 sets. 40 sets of 68 sets lefu were installed in Donetsk Region: Avdiivka - 3; Ocheretne (Yasynuvata district) - 1; Artemivsk - 6; Chasiv Yar (Artemivsk)-1; Andriivka (Velyka Novosilka district) - 2; Vugledar - 1; Volnovakha - 3; Volodarske - 1; Dzerzhynsk - 3; Kostiantynivka - 4; Kurakhove - 4; Mariupol district - 8; Pisky (Yasynuvata district) - 1; Selidovo - 2. In Lugansk region 28 sets: Borovske - 1; Hirske, Zolote (Popasna district) - 1; Krymske (Slovyanoserbskyi district) - 2; Lysychansk - 3; Svitlychne (Nyzhne, Popasna district) - 1; Novyi Aydar - 3; Popasna - 3; Siverodonetsk - 8; Stanychno-Luhanske, Makarovo - 3; Troitske - 1; Shchastya (Novoaydar district) - 2. 44 sets will be installed in the nearest future, when the block-posts on the second line of defense will be ready: 10 for MIA, 12 for NG, 22 for MIA and MoD. Along with the Ministry of Information Policy, the Ministry of Defense, Broadcasting, Radiocommunications & Television Concern, the National Television and Radio Broadcasting Council of Ukraine, volunteer organizations and foundations joined the action.
Members of the Commission on Ensuring Stable Operation of National Television and Radio Broadcasting held a briefjng on the results of their activities. The event was attended by the Deputy Minister Artem Bidenko, the Chairman of the National Television and Radio Broadcasting Council of Ukraine Yurii Artemenko, the Deputy Minister of Information Policy of Ukraine Tetiana Popova, and the Deputy Head of Information Technology of MoD Sergii Galushko. Participants of the event reported on the results of the Commission since its establishment on 10 March, 2015, and noted that lately the Government has approved the decision developed by the Commission. by our foreign partners, and to expand broadcasting of Ukrainian TV channels, also to reclaim frequencies owned by the state. In particular, the amendments are developed by the Commission on Ensuring Stable Operation of National Television and Radio Broadcasting.

During the regular meeting of the Commission on ensuring stable functioning of national television and radio broadcasting under the MIP, the question of the the allocation of transmission equipment for Zaporizhia and Chernihiv regions was discussed. In particular, a similar written proposal was sent to Kherson and Odesa regions. Members of the Commission negotiate with private channels about the purchase of additional equipment and their ability to pay for electricity for transmission in the area where the broadcasting of Ukrainian TV channels is insuffjcient.

It should be noted that taking care of the safety of journalists MIP agreed on the insurance for Ukrainian journalists with associations of insurers: Insurance Business Association, the League of Insurance Organizations of Ukraine and the Ukrainian Insurance Federation.
The Ministry of Information Policy of Ukraine held a joint meeting of the Expert and Public councils at which the drafu Concept of information security of Ukraine was presented. During the meeting, co-chairman of the Expert Council Sergii Danylenko emphasized the readiness and the need of a joint work of ECMIP and PCMIP, and invited representatives of NGOs to prepare and submit comprehensive proposals to the drafu Concept of information security of Ukraine. Due to results of the meeting the members of the Public Council decided to establish an open working group to work out the drafu Concept and make joint proposals to the drafu document. Representatives
Council and other interested experts will be involved in the working group.

Yurii Stets: “If such a Сoncept of information security of Ukraine was adopted 24 years ago, the information war would have fewer consequences”. The Minister during questions from each region gave clear answers to the comments on the document and promised that the document of ECMIP, with all the observations collected during the public discussions on expert community in the regions of Ukraine, will be adopted and put into efgect by the end of this year.

Wide public discussion of the drafu Concept causes a resonance in the regions of Ukraine. Experts in media, scientists, public fjgures, representatives of voluntary organizations and local authorities and journalists come to the meeting to the members of ECMIP. “Discussion of this strategic document in the regions was held in Ukraine for the fjrst time. With the support of the Ministry of Information Policy a press conference on «Human rights activists require to change new order of entry in the Crimea» was organized. «At the moment foreign journalists actually have diffjculty entering the Crimea because of the complicated procedure. Editorial houses
visit the peninsula. They are not able to do this by themselves using established order», - said Sergii Kostynskyi. During the event, the lawyers of the Ministry of Information Policy explained the legislative changes prepared by the institution aimed at simplifying the procedures for issuing a temporary residence permit in Ukraine for foreign journalists.

During the event, acting Prosecutor of the Crimea Nazar Holodnytskyi said that Prosecutor’s Offjce of the Crimea under the General Prosecutor’s Offjce of Ukraine registered the information about 119 felonies as pre-trial investigations. Advisor to the Minister Sergii Kostynskyi addressed the media asking not to ignore lawsuits on Crimean issues, because transparency and openness afgect their performance. Also, Sergii Kostynskyi called on the Crimean residents to record violations of Ukrainian legislation in the occupied territories and send videos and available copies of documents to the Prosecution Offjce, and on journalists to actively cover the litigation initiated by General Prosecutor Offjce of Ukraine.
Advisor to the Minister of Information Policy of Ukraine Sergii Kostynskyi supported the «Freedom to Crimean people - prisoners of Russia» campaign, and said that the MIP will support Ukrainian human rights activists on informing society and the international community about Crimean patriots imprisoned by Russia for political reasons. The main aim of this campaign is to remind Ukrainian society of Crimean residents, of Crimean Tatars who are political prisoners. Minister of Information Policy Yurii Stets held a meeting with Ambassador Extraordinary and Plenipotentiary of Poland to Ukraine Henryk Litwin During the meeting the parties discussed the possibility of cooperation of experts working in Poland on the creation of Information Security Doctrine, and MIP experts working on the development of the Concept of information security of Ukraine. Yurii Stets: «I would like to express to you, Mr. Ambassador, our gratitude for Poland being a great friend to Ukraine at these diffjcult for us times. We understand that we have common problems, including information threats. At this point we can be helpful to each other». The parties agreed further coordinate efgorts to implement joint projects between Poland and Ukraine aimed at introduction of new mechanisms to prevent and remove threats to information security.
Representatives of the Ministry of Information Policy of Ukraine participated in the international conference Riga StratCom Dialogue devoted to the launch of the NATO Strategic Communication’s Centre of Excellence in Riga. Deputy Minister of Information Policy of Ukraine Tetiana Popova and Advisor to the Minister on Strategic Communications Alina Frolova represented the MIP at the event. During working visit the MIP representatives visited the National Council of digital media, held negotiations with the Director of Concern responsible for broadcasting, radio and television communications in Latvia Maris Rutkis on the possibility of receiving transmitters to restore broadcasting of Ukrainian TV channels. They also held a meeting with the Minister of Georgia
During the Riga StratCom Dialogue conference the representatives of the Ministry of Information Policy of Ukraine delivered the report and provided closing remarks.
Minister of Information Policy of Ukraine Yurii Stets held a meeting with Ambassador Extraordinary and Plenipotentiary of Austria to Ukraine Ms. Hermine Poppeller. During the meeting, Yurii Stets presented to Ms. Hermine Poppeller major projects that are implemented by the MIP to fjght Russian propaganda, and also informed her of reforming of foreign broadcasting system of Ukraine. «In our country there is a war not against Ukraine, but against the European values, fundamental rights and freedoms. For the time being all efgorts are concentrated on creating and launching an international multimedia broadcasting platform of Ukraine, which will convey information about events in our country to the whole world», - said the Minister. During the meeting, Yurii Stets said that one of backbone elements in the process of informing citizens of other countries about the events in Ukraine is opening here coordination centers for foreign media. Ministry of Information Policy is ready to provide full support to this process. The parties agreed to continue a dialogue and coordination of efgorts for further cooperation.
Yurii Stets , the Minister of Information Policy, participated in Forum of Ukrainian Young Diaspora «Odessa 2015». During a welcoming speech the Minister said: «Support from all over the Diaspora inspired us to fjght on the Maidan. So today we have to use this powerful resource to infmuence governments in the countries inhabited by ethnic Ukrainian. We are consolidating efgorts to promote Ukraine in the world». Forum «Odessa 2015» gathered Ukrainian youth from 30 countries of the Ukrainian diaspora, including Ukrainian youth
Russia, Romania, Latvia, Moldova, Bulgaria, Croatia, Spain, France, Poland, Germany, Czech Republic, Japan and other countries.
Minister of Information Policy of Ukraine signed a memorandum of cooperation with the President of the World Congress of Ukrainian youth organizations Miroslav Hochak. The purpose of signing is cooperation in the development of information society in Ukraine, spreading the information about Ukraine in the world and protection of the national information space. President of WCUYO Miroslav Hochak afuer the signing said: «World Congress of Ukrainian youth organizations aims to consolidate and coordinate the efgorts with MIP by providing information about Ukraine in the global media space».
Pursuant to the decision of the Prime Minister of Ukraine on support of the reform on decentralization of power in Ukraine, the Ministry of Information Policy of Ukraine has launched the national communication campaign to unite communities. Ministry of Information Policy has developed 7 communication videos, which are placed on 600 billboards and 200 citylights in 24 regions of Ukraine and Kyiv. 3 radio stories are broadcasted via national and regional radio stations. 20 000 A3 posters have been distributed through RSA,

During the meeting Kseniya Chayka told reporters about the schemes of distorting information used by Russian television, where she had been working since September when due to her disagreement with the methods used in the Russian media she was forced to leave Moscow and chose to work in an independent regional media «Public TV of Donbas». «In the East there was no Ukrainian information space over the past 23 years. The goal of the meeting is to inform foreign media on progress in implementation of Governmental reforms, particularly in the state defense complex.
Ministry of Information Policy of Ukraine, for the purpose of communication support of Reform of the Government organized a briefjng «The launch of the «e-Health» project in the Main Military Medical Clinical Centre. The meeting was aimed at presenting to the media the progress in implementing reforms in the defense sector. The «e-Health» project is one of the key reforms of the Ministry of Defense of Ukraine aimed at informatization of military hospitals. The briefjng was attended by Deputy Minister of Defense of Ukraine Yurii Husev, the head of the Offjce of reforms Andrii Zahorodniuk, the project leader Mykhailo Lopatin, as well as volunteers and benefactors, who have made this project possible.
Ministry of Information Policy of Ukraine and Workshop «Korpunkt» signed a memorandum of cooperation aimed to spread media literacy in Ukraine. Memorandum provides for raising the level of journalism in Ukraine and stimulating the production of new television formats. The Workshop will conduct recruitment and organize training courses on «Journalism», «Anchorman», «Operator» and other. In turn, the Ministry of Information Policy will provide students the opportunity for practical training on the basis of the Multimedia foreign broadcasting platform of Ukraine. Maryna Korovai said: «We created a Workshop with a purpose to fjll newsrooms with more intelligent and trained to work in television people. We are pleased with the fact that young people who are going to learn from the best in the fjnal part of this training will become a part of the Multimedia foreign broadcasting platform of Ukraine. We all deserve a reasonable and intelligent TV. Finally we are creating it together».
