  • There are two types of revisions – Administrative Modification and Amendment
  • An ADMINISTRATIVE MODIFICATION is a revision which involves a minor change to a project

included in the TIP. This can include any of the following:

  • An administrative modification has simplified procedures which allow more flexibility in the

processing of changes.

  • It does not require TAC review, a public comment period, proof of fiscal constraint, or a public

hearing.

  • Although the Policy Board may be notified of an administrative modification, SEIRPC staff is allowed

to process it without the Board’s formal approval.

Sponsor: Louisa County Co-Sponsor: City of Columbus Junction Project: Shoulder Paving for Recreational Trail

  • Reasons for request:
  • During preliminary engineering, it was

determined that the project could connect to existing sidewalks in Columbus Junction and Columbus City (previously ended at City limits of each)

  • The total project cost has increased from

$185,600 to $203,024, as all driveways along the shoulder will need to be paved

  • An amendment must be approved ASAP, in
  • rder for the project to remain on track

for a June 2019 letting date

  • Awarded funding for FFY2019, as scored by

SEIRPC and TAC in 2015

  • Original Project: SEIRPC awarded Louisa County 3 out of 5 points – checks 3 items on the list
  • Amended Project: Project still checks 3 items on the list – 1) trail construction, 2) on-street bicycle

facilities (including widened shoulders, and 3) separation of pedestrians and bicycles from vehicular traffic adjacent to school facilities (now applies even more strongly to #3)

  • Local and Regional Factors
  • Original Project: SEIRPC awarded Louisa County 3 out of 9 points – project identified as a local priority
  • Amended Project: Project still fulfills the need identified by the Comprehensive Plan (new, safer

facilities for residents of Columbus Junction/City to walk and bike on); no clear sign that regional or statewide plans (as of 2015) are newly applicable in supporting the amended project

  • Original Project: SEIRPC awarded Louisa County 2 out of 6 points – other funding sources have been

secured

  • Amended Project: The applicant noted that the City of Columbus Junction will be contributing funds to

this project (as a co-sponsor); this commitment has not changed. Engineering has already been done, but this was after the project was initially awarded funding.

  • Amended project scores the same as the original – 8 points
  • With SEIRPC-scored portion alone, Louisa County ties for 2nd place with Fort Madison, behind West

Burlington.

  • Original Project: Average TAC score of 2.9 out of 5
  • Amended Project: Project still fits the narrative of the original response – will provide a ‘loop’ for

bicycles and pedestrians as an exercise route from one city to the other; will separate these modes from cars, where no such separation currently exists (although it now completes the link into existing city sidewalks at either end)

  • Original Project: Average TAC score of 9.8 out of 15
  • Amended Project: Project still fits the narrative of the original response – the project is supported

by the Columbus Junction/City Comprehensive Plan, through its identification of existing bike/ped weaknesses in the two communities, and the opportunity of creating trails to serve the residents

  • Economic Development and Tourism
  • Original Project: Average TAC score of 5.4 out of 10
  • Amended Project: Project still fits the narrative of the original response – active bicycle clubs are

present in the area, and the new trail will provide an alternative travel location for them; also, convenient parking is already present at the school and swimming pool

  • In 2015, with TAC-scored portion alone, Louisa County ranked second highest, 3 points behind West

Burlington, and 1 point ahead of Fort Madison

Fort Madison was awarded a $125,000 REAP Grant in 2016; the project was completed in 2017. West Burlington just recently signed a contract for Preliminary Engineering Services to begin for this project, in 2019
