The Children’s Review is joint work between the LBS, Sutton CCG and partners in health and the voluntary sector. The review builds on Ambitious for Sutton, Health and Care Plan priorities and learning from the Fairness Commission. The review has looked in depth at:

  • Making the Best Start in Life - including support for SEND
  • Improving Emotional Wellbeing and Mental Health services for

young people

  • The work has been supported by production of the Children’s JSNA

  • Sutton has a 0 to 5 pop. of 17,106
  • 2,642 live birth in Sutton (2017) of which 47.3% were non-UK parents

and 35% for Black, Asian and Minority parents.

  • The first 1000 days of life is crucial. Health Visitors play a key role and

78.2% of eligible children are reviewed at 2 to 2.5 years.

  • Reception class (age 5) Good Level of Development scores reveal

72.7% meeting the standard, but only 56.8% of children who meet FSM criteria are ready for school.

  • Data Sharing - looking at the delays arising when personal data is not easily being shared between

agencies and recording systems. How to achieve the ambition of a ‘seamless service’.

  • Being a Parent - how can support for parenting be made more easily available to families?
  • School Readiness and Early Identification - how children can be better prepared for school,

particularly in some of the more deprived communities in Sutton.

  • Early Intervention, Complex Needs and SEND Coordination - drawing up proposals integration with

the energetic commitment of Epsom and St Helier Hospital. Piloting a Sutton ‘Child Development Centre’ is an exciting idea under consideration. Work is carefully coordinated with Fiona Phelps, Assistant Director for SEND to align with the work of the High Needs Block Review (HNBR).

supporting all of the borough’s secondary schools and 50% of primary schools.

  • Young People’s Priorities - based on extensive consultation this led to the

development of the Sutton Young People’s MH Outcomes framework and 3 leading initiatives.

  • Commissioning Intentions for targeted MH support - reported in a separate

report to the HWBB.

  • Skilling up school & social care workforce - to provide a better informed initial

response to emotional wellbeing needs

  • Integrating mental health teams into schools - improving collaboration and

inter-agency relationships
