Project Induction Analysis

  • When NEPA is not necessary
  • Proposed activities carry little risk of significant

environmental effects such that there is no need for, or benefit from, preparing and signing a Record of CATEX

  • Start with list of CATEX-able projects
  • Chief of Naval Operations Instruction 5090.1D
  • 45 recommended instances of uses for a CATEX
  • New construction, modification to facilities, etc…
  • Higher level of NEPA required:
  • If there are significant effects on the human environment

individually or cumulatively

  • If proposed action meets any of the “Kickout” Criteria
  • If lengthy documentation necessary to demonstrate no

effects
