Strathcona Community Centre Association Funding Model Long Term Strategy Update REPORT REFERENCE Regular Park Board Meeting October 2, 2017
Purpose The purpose of this presentation is to provide an update on the plan for developing and establishing a long-term sustainable funding strategy for Strathcona Community Centre which is operated by the Park Board and the Strathcona Community Centre Association (SCCA). 2
Background - Motion On March 27, 2017, The Board unanimously passed the following motion: A. THAT the Vancouver Board of Parks and Recreation direct staff to engage with the Board of Strathcona Community Association and potential funding partners to develop an interim as well as a long- term strategy for a sustainable funding model; B. THAT the Board direct staff to report back to the Board on the proposed interim funding model by June 30, 2017; and C. FURTHER THAT staff report back to the Board before November 30, 2017 on a long-term sustainable funding strategy for Strathcona and other community centres facing similar funding challenges. 3
Background A long-term sustainable funding strategy will be guided by and consistent with the Mission, Vision, Directions, Goals and Objectives set out in the Park Board Strategic Framework , and with City of Vancouver initiatives on healthy communities, poverty reduction and reconciliation. 4
Timeline to Date March 27, 2017 – Motion directing staff to engage with SCCA, other community centres & potential funding partners to develop interim & long-term strategy for sustainable funding. July 10, 2017 – Staff reported back on Leisure Access Program pilot project established to assist Strathcona during 2017 budget. October 2, 2017 – Staff provide update on the long-term funding strategy plan 5
Next Steps – Collaborative Process Establish Working Group: PB staff, CCAs, City reps, other stakeholders Develop Terms of Reference Establish Project Team Continue the Leisure Access Program pilot for 2018 Report back to Board in early 2018 with recommendations for a long term funding model. 6
