Draft Westhaven Objectives
- To create Westhaven as a premier park within which there is a world class
marina, supporting water based recreation, a new generation of boaties and increased public access to the water

Westhaven Promenade: Design and Staging
The Westhaven Promenade is a 2 kilometre walkway and cycleway promenade route linking Westhaven and Wynyard Quarter. The project scope is between Daldy and Fanshawe Street (linking with future Daldy Street shared walk-cycleway) west to Sitting Duck café adjacent to Westhaven Drive roundabout. This project was ranked by the public as the highest priority for early investment during consultation on the Draft Waterfront Plan in
- 2011. The Waterfront Auckland team has now moved in to concept planning stages for this project. An optimal design will be
developed and will be delivered in stages to ensure that ‘world class’ can be delivered within the $6.1m budget (see boxed areas in site plan above for Stage 1)

Westhaven Marine Centre: Early Concept
This project involves the development of Westhaven Marine Centre on the 9,623 m2 “Platform 2” site. Both the District Plan and the 2008 Westhaven Harbour Park Concept Plan identify the Platform 2 site as an opportunity for a marine village environment. This project was also consulted on in the development of the Waterfront Plan (2012). The centre will comprise of a marine industry cluster of three to five premises, with a total floor area of 10,000-13,000m2, comprising a mix of office and retail (all of which are marine-related), along with associated site and landscape works. The site is currently used for carparking and the design will accommodate the required level of carparks for the building and the marina. The buildings will be fronted by the Westhaven Promenade and will provide a place for people to stop and rest or grab a bite and enjoy the views back to the city. The project will be developed in two stages with Waterfront Auckland as the master developer.

Marine Centre & Promenade: Early Concept

Harbour Bridge Park Redevelopment
This project proposes an upgrade of the open space known as Harbour Bridge Park. The upgrade would draw cues from historical, cultural and environmental conditions along the shoreline. There are opportunities to improve the open space and make it a more attractive destination and connect to the Westhaven Promenade and the Local Board coastal walkway initiative. There may also be opportunities to: provide additional recreational access to the water; create picnic spots; create a dog park; provide for temporary uses such as a tourist campervan park to help activate the area. This site will also have to accommodate some additional parking. Funding for this project was scheduled for 2022-23, however there may be an opportunity to bring this forward to take advantage of and connect with other public projects planned for the marina. Part of the park is currently owned by NZTA for motorway maintenance purposes.

St Mary’s Bay Redevelopment
This project proposes an upgrade of the water quality and the beach at St Mary’s Bay to provide an opportunity to improved public access and enjoyment of this connection to the water in the urban waterfront. An upgrade of the beach will provide an improved waters edge recreational space for small-non motorised boats including youth training (optimist yachts, dragon boats, board paddlers, waka ama and kayaks), picnics and play. Funding for this project was scheduled for 2022-23, however there may be an opportunity to bring this forward to take advantage of and connect with other public projects planned for the marina.

Pier X & Y Redevelopment: Concept

This capital project is designed to optimise the water space and the level of service Westhaven Marina provides to berth holders. The proposed project involves removing the remaining swing moorings at Westhaven and replacing them with 73 new berths, finger pontoon style floating marina extension on the east of Pier X and a new Pier Y. The new berths range from 12m to 20m and include multi-hull berths and the average length is 14.3m. It is likely that during the development some relocation of existing berths would be required, this will occur in consultation with affected berth holders. The exterior of Berth Y will become the new loading/visitor area. Sewage removal systems to enable live-aboards could be included over time. This project has LTP capital funding allocated.

Pile Mooring Redevelopment: Concept
This capital project is designed to optimise the water space and the level of service Westhaven Marina provides. The project envisages the re-development of the 312 existing pile moorings with 345 new berths and moorings (comprising 308 new fingered berths and 37 new pile moorings in the north-eastern corner). The proposed mix of the floating berths is in the 13.5 – 22m range, including 44 multi-hull berths. It is likely that during the development some relocation of existing berths would be required, this will occur in consultation with affected berth
- holders. The resulting berths and moorings have an overall average length of 15.8m and will provide full services (pump out facilities and
metered water and power). The western entrance is proposed to be closed and breakwater extended to infill. There will be a new start box installed halfway along the existing breakwater. This project has LTP capital funding allocated.

Z Pier Reconfiguration and New Open Space
Z Pier is the landing point into Westhaven marina from the city. It is a popular hub for charter boats and the boat ramp sees high useage from day trippers. The reclamation proposal is a new proposal for a capital project involving reclaiming a small area in the north eastern corner of Z Pier. The aim is to create a new hub for marine users, particularly non-motorised uses. The reclaimed area would be tailored for public use and would become a staging point for the Westhaven Promenade. As with the St Mary's Bay project, by providing better facilities more interest and use is expected, as a result some improvement in water quality will be a prerequisite. Over time Waterfront Auckland plans to reconfigure the car and trailer boat parking area to achieve a better optimisation of the
- space. This could include pontoon additions, modifications and introduction of visitor berths.
Neither projects noted above have funding under the current LTP, although funding for the reclamation is being sought under the budget refresh process, through reprioritisation, of Waterfront Auckland funding.

Westhaven North, Open Space & Yacht Club Transformation
It is envisaged that the Westhaven North & Public Open space project, will provide additional berthage in Westhaven and a unique public
- pen space and viewing point for the harbour. It is proposed that a ‘marina within a marina’ be created at the northern tip of Westhaven.
The reclaimed area could include more public open space, a yacht club, hardstand and public facilities. The reclamation would be built from dredging materials from the marina. Once the ‘marina within the marina’ is created it is possible that the current yacht clubs would move in to this new space to be closer to race starts and have an improved vantage point to the harbour. If this is the case then the existing yacht club buildings could be adapted for other purposes. Both of these projects are ideas for the long term development of the marina. Funding has not been allocated. Given other projects proposed work would not progress until after 2023.

Heritage Yacht Basin and Headland Park
The Headland Park Development is highlighted in the Waterfront Plan as a key final component to the Wynyard Quarter revitalisation. Development of this significant place will create 4.5 ha of public open space and will improve Auckland’s attractiveness as a destination and to enhance the quality of life for people who live here. As part of this development, new waterspace on the western edge could become a berthing area for the heritage boats and become a key attractor for this new area. These projects provide ideas for the long term development of the marina. Funding has been allocated to the heritage yacht basin project but not the Headland Park Project. Given other projects proposed work would not progress until after 2023.

Redevelopment of Piers G to S
Piers G to S are currently held in a Trust arrangement until 2026 and 2029. When the piers come back in to Waterfront Auckland ownership it is planned to renew and replace the existing piers, including full facilities. This project is unfunded Piers H, J, K may be redeveloped earlier to provide activation of the Marina Village. Financial feasibility of this option still to be confirmed.

Public Spaces and Activation:
- We can draw on our learnings from the successes of Wynyard Quarter
(North Wharf) and Queens Wharf to connect Westhaven as a place to a wider range of people.
- We want a more people to come down and experience the new
spaces and an authentic working marina. We want to encourage spectators to enjoy the theatre of the water; current visitors to stay longer and to reconnect neighbouring residents to the area and use it as their new back yard.
- WA has developed a place plan which has come up with a range of
ideas to invigorate and activate the current and new places and spaces in Westhaven that keep it interesting at different times of the day and year. Ideas include:
- Interim uses – pop up food stalls
- Regular activities – Yoga and Tai chi, Schools environmental programme
- Signature activities – e.g. Christmas Market, Fishing Contests

Sustainable development & environmental enhancement
- Westhaven can become an exemplar for sustainable development
Auckland which will pique the public's interest and attract international interest and investment.
- Ensuring that marina operations and new development does not just
reduce impacts on the environment and resource use, but is future proofed is important.
- AC and WA are committed to sustainability, through our projects we
can do a range of things including but not limited to:
- Applying standards for high performance buildings to our design briefs
and development projects, including the requirements to use smarter materials reflecting whole of life, minimal maintenance
- Improve water quality through infrastructure improvements, low impact
design solutions
- Improve biodiversity and ecology through increasing the mix of native
plant species, creating a softened coastline and undertaking projects to support regeneration of marine organisms and shellfish populations
- Developing a robust response with Auckland Council to climate change
& increased hazard events

Culture and Heritage
- Waterfront Auckland has worked with local Iwi
throughout the development of the Waterfront Plan. Westhaven has been identified as a key site for curating and revealing local Maori history.
- The area is also rich in marine and fishing history.
- There is an opportunity to create an interpretive
heritage walkway around the marina and have design reflect the special cultural identity of this place.
- Recent learnings from the Okahu Catchment
Ecological Restoration Plan can be drawn from and developed into a Westhaven specific programme

Parking and Transport Needs
- Growth in visitors and users is expected. Not all will travel by car so
alternative means of transport need to be considered. The Westhaven Promenade will address the needs of walkers and cyclists, there may
- ver time be a need for public transport to connect to the site. There
is a study underway to address this need alongside the needs of the growing Wynyard Quarter.
- Many of the projects outlined in this presentation require careful
consideration of parking demand and will require some car parking reconfiguration to optimise space. Some operational improvements are being proposed including:
- An upgraded layout compliant with district plan standards
- Separate berth holders and public car parking
- Providing for the introduction of ticket machines to enable a
charging regime to be introduced for the public car parks, in line with other CBD fringe areas.
