Proposed Reforms

• Under a decree issued by the GORT, in the nearest future 4

services: the State Veterinary Surveillance Service, the State Inspection Service for Plant Phytosanitary and Plant Quarantine under the State Breeding Service and the State Inspection for Seed Control – will be merged into single State Service for Food Security under the Ministry of Agriculture

• This service will comprise: Main Veterinary Department, Main

Department for Phytosanitary Inspection, Main Department for Breeding Inspection, Main Department for seed Selection Inspection, Administrative and Legal Department and Secretariat.

The most common disease among animals and humans in the country is Anthrax and the main contributors to epizootics and epidemics of this disease are permanent setback and sanitary literacy of the population. Every year the republic buys stain 55 vaccines produced in the Russian Federation and the Republic of Kazakhstan to conduct mandatory vaccination of susceptible animals. No vaccine shortages experienced.

Problems

• Insufficient funding of disease control activities;
• Lack of modern equipment in virology and microbiology

sections of veterinary laboratories;

• Lack of animal burial sites and mobile carcass incineration

equipment;

• Insufficient re-training of veterinary specialists in scientific

veterinary institutions in the country and abroad.

Institutional Improvement

In order to meet the requirements set forth in directives of the Sanitary Code and SFS Agreement (OIE, WTO, CODEX), current structure of the Service needs to be reorganized, primarily:

• structure of Service's central office;
• management plan of Service;
• veterinary and sanitary examination laboratories reporting to markets;
• veterinary diagnostic centers of the country;
• state center for surveillance of veterinary preparations;
• Republican disease control (epizootic) center;
• special police platoon for quarantine control under MIA RT;
• functions of district and town AHC and DSVS in provinces and

Dushanbe should be reviewed separately;

• develop a new edition of SVSS regulations.
