Information Classification: CONTROLLED Stakeholders • High number of external stakeholders throughout design development and build phases (Cornwall Council, Highways England, Network Rail, Great Western Railway etc) • Multiple parties needed to consult and agree solutions • Communications plan which set out the way in which information was to be shared both within the project teams and externally • Community network were to be updated regularly (was this too much/too little?)

Information Classification: CONTROLLED Contractor Selection • Under CC contract procedure rules and terms of the European funding grant a tender invitation had to be advertised to the market • Cormac Contracting submitted a bid but were unsuccessful • Contract won by Wills Brothers Civil Engineering based on quality and price

Information Classification: CONTROLLED Public Engagement • Contractor used social media as a way of keeping public informed with up to date information • Contractor had a public engagement officer as the first point of contact for construction issues during the works phase • Contractor met with local residents face to face and issued letters notifying significant events • CC issued press releases at key milestones throughout the project • Abuse led to Contractor closing social media activity – How could this have been done more effectively?

Information Classification: CONTROLLED Outcome • Car parks opened 1 st June 2019 and the facility has been well used • Patronage on the trains has increased significantly • A30 traffic signals initially led to numerous complaints about congestion but were monitored and adjusted to optimise flows • Project has been awarded a CEEQUAL excellent award (good environmental management and safeguarding) • Highways England are keen to repeat this type of integrated solution at other locations in the UK
