Site Principles

01

The Subcommittee suggested that the following principles should be considered:

  • Strong building presence (building as close to street as possible) along 14th Avenue

without parking along that frontage

  • Ensure a strong connection between the Community and Park- with a pedestrian friendly

linkage that connects the two spaces

  • Maximize the park and the public gathering spaces on the site
  • Piazza and public gathering spaces are important and need to be optimized and

connected to the future park and to the building

  • Consider noise, wind, shade factors and avoid conflict with existing residential

communities

  • Place a high priority on pedestrian access from Middlefield and 14th Avenue
  • Ensure all faces of the building are community friendly and accessible to the community.

06 General Committee Resolution

1) THAT the presentation by Perkins + Will Canada, dated June 18, 2012, titled “Southeast Markham Community Centre & Library - Site Layout and Program” be received; and, 2) THAT the recommended functional program areas as presented be approved for the development of schematic design by the Design Consultant; and, 3) THAT the recommended site layout as presented be approved for the development of schematic design by the Design Consultant; and, 4) THAT staff be directed to work with the developer of the surrounding land to accelerate the timing of construction by the developer of both the East-West road off of Middlefield Road and the extension of Canfield Road south of 14th Avenue, in conjunction with the design and construction of the Southeast Community Centre and Library; and,
