Minute Order Authorization

Summary of Commission Action:

  • Authorize TxDOT to issue a request for proposals (RFP) to design, construct and

maintain the Southeast Connector Project.

  • Authorize TxDOT to pay each proposer that submits a responsive, but unsuccessful,

proposal an amount based upon the value of the work product provided in the proposal that can be used by the department, up to a maximum amount per proposer of 0.25% of the successful proposer’s price.

  • Authorize TxDOT, in the event that the procurement is terminated prior to the

execution of the design-build contract, to pay each proposer a partial stipend based upon the value of the work product that can be used by the department, up to a maximum amount per proposer of $3,737,500.

Purpose

  • Two of the 100 most congested roadways in Texas

(ranked 44 and 81) connect to the project corridor.

  • Project limits:

– I-20 from Forest Hill Drive to Park Springs Boulevard. – I-820 from I-20 to Brentwood Stair Road. – US 287 from Bishop Street to Sublett Road.

  • Project purpose:

– Safety and mobility improvements. – Operational efficiency. – Long term congestion management.
