Blend of Customers • §22075 of the Water Code authorizes districts to operate Public Water Systems within their boundaries • SID (District) has been operating Public Water Systems since the mid 1970s including; • City of Dixon (1984- 2014) • City of Suisun City • Rural North Vacaville WD • District’s Seven (7) Public Water Systems • District’s Eight (8) Non -Public Water Systems 5

  13. Water Service to MGV Project and Estimated Water Rates  SID has 2 mid-sized membrane treatment plants. We know what it costs to operate these mid-sized plants.  We propose to build a 3 rd for the MGV Project. Also, supplement the supply with some groundwater.  We would expect the Water Rates to be about $2.87 per unit in 2020 (as it compares to our Gibson Canyon plant).  This compares to about $13.13 per unit (varies up to $20.43) for Vallejo’s customers in the Lakes Water System. All numbers are from rates posted on both SID’s and Vallejo’s web sites. 13

  14. Summary  SID can provide drinking water to the MGV Project at a reasonable cost.  We believe new MGV customers would pay approx ½ the cost of the existing Lakes Water System customers.  Why? Speaking for ourselves, we’ve been managing small and mid- sized water systems in Solano County since the 1970s. We’re experienced at designing and managing systems on modest budgets for the benefit of our customers.  Lastly, SID is also ready and willing to partner with Vallejo or other agencies where it can … for the purpose of finding solutions to the Lakes Water System. 14
