Background

  • Use permit amendment review for existing dormitory

– Expansion of 4 beds (80 beds  84 beds) – Expansion must be parked per §14.3.7 parking table – 1 space per 2 beds, plus 1 space per 2 employees and 1 space per doctor assigned to the staff

  • Can be classified as a social service institution

(§12.2.4.J)

– Uses that primarily provide treatment of those with psychiatric, alcohol,

  • r drug problems, and transient housing or shelters related to social

service programs – Ex. drug and alcohol treatment centers, shelters, transitional homes

Analysis

  • ACZO parking rate for social service institutions is the

same as the rate used for hospitals

– Originally added in the late 1960s – No flexibility for reviewing modifications outside of site plans

  • Parking demand affected by facility’s operations

– Limited access to personal vehicles – Program/operations can prohibit personal vehicles

Options Considered

  • Add dormitories to §14.3.7

– Issue: 4-6 month study to conduct study

  • County Board determination

– Issue: No criteria in the ACZO; would prefer specific guidance in the Parking and Curb Space Management Element of MTP

  • Flexibility for social service institutions

– Use is permitted by use permit only – Facility’s operations can affect parking demand (residents) – Typically located along corridors with transit access (employees)

Recommendation

  • County Board authority to modify parking for social

service institutions

– Concurrent with use permit review – Reduce parking and/or off-site location

  • Criteria:

– Operations preclude the need for required parking, and – Impacts can be mitigated through measures such as:

  • Shared parking program
  • TDM, and/or demonstrating that other options will offset parking demand
  • Off-site parking location through secured agreement
