Local Development And EU policies Common Agricultural Policy CAP is divided in 2parts :

  • Market subsidies (90%CAP resources)

EAGGF Section Guarantee (Italy 2002: 5.670 Meuro FVG 100 Meuro) All that money comes directly from European Commission on the bases of the agriculture market regulations. Our region does not participate on the distribution of that money.

  • Rural development policy

(10% CAP resources)

EAGGF European Agricultural Guidance and Guarantee Fund Section Guidance Which is finalised to the investments in agriculture sector and to develop the rural

  • areas. In FVG region this policy is applied

from 2000 to 2006 with a program named Rural Development Plan.

programming and managing autority: FVG region

There are 3 different groups of measures. 1) There is a group of measures for the development of agricultural production structure

(ex. premium for young people (under 40) who want manage a new farm, aids for farmers to finance the investments in their farms for example to build new orchard of apples or a new industry to transform the agricultural products in consumer products)

2) The second type of measures is used to orient the agricultural production towards a sustainable economy reducing intensive cultures and using production

procedures which takes more to account the value of the environment and the human health.

3) The third group of measures are specific actions for the rural areas like promoting the quality of

local productions, developing other activities which could offer a second (integrative) income for the rural families (for example rural tourism, handcraft , local culture).

Local Development And EU policies CAP in the future In FVG region will have

  • less money to Market subsidies
  • the same money for the Rural Development

policy. The amount of CAP money spent in our region will be less in the next future because of the EU enlargement process (a important amount of money will be spent in the Central and Eastern

  • E. Countries) and because the agriculture has a

low weight in the total GdP. From one side this is negative but on the other hand we have seen that more the production is subsidised, less the production will be efficient (ex: fragmentation of land property). Common Agricultural Policy Conclusions Conclusions
