NASCSP Legislative Update

Appropriations

 Fiscal year ends September 30th, Senate still hasn’t introduced any

spending bills.

 Continuing resolution will be needed- most reports indicate it will be

a “clean” bill that will last until mid-November just before Thanksgiving holiday.

 NASCSP and other advocates urging the Senate and conference to get

as close to House numbers as possible

 $290 million House mark for WAP (increase of $33 million)  Budget agreement set overarching funding levels

 Wildcard: Trump administration

 Last year, the President’s veto threat around the border wall derailed

the appropriations process and lead to a shut down.

Reauthorization

 Both the House and Senate bills were passed out of respective

committees back in July

 Slight differences exist between the 2 versions  House bill had two amendments  Discrepancies to be worked out in conference

 More and more energy related bills are being passed out of

committee

 Leadership could put together an energy package for floor votes  Late this year or early next year

Recent Peer-to-Peer Request

 Over the course of our regional calls and recent listening sessions, the topic

  • f WAP workforce development has surfaced again and again. NASCSP

members report that their weatherization subgrantees have a difficult time recruiting and retaining staff at all levels: installers/contractors, energy auditors/QCIs, program managers.

 NASCSP is eager to identify and highlight best practices surrounding

workforce development in the WAP , particularly any innovative partnerships

  • r recruitment/retention models that can help other states and local

agencies build capacity in their WAP workforce.

 This will build on a previous survey NASCSP conducted about a year ago. As

always, the results and summary report will be posted in the NASCSP member portal. Contact Eric Behna, NASCSP Policy and Communications Manager, with any questions.

 Clarifies when window and door repairs are allowed as IRM, H&S, or ancillary

measures

 Clarifies when window and door replacements are allowed as IRMs with

certain requirements for documentation

 Window and door replacements “shall not” be included in air sealing
