The Process - Overview

The typical Leighton O’Brien tank cleaning process includes:

4

Our tank cleaning process restores fuel and tank to its optimal condition with the successful removal of: 1) emulsified and free water 2) suspended scale, sediment and rust Stage 2 Filtration and polishing of fuel Stage 1 Removal of free water, sludge, sediment and rust Stage 3 Returning settled product to tank and drumming off waste

The Process – Stage 1

Removal of Free Water, Sludge, Sediment and Rust

5 Stage 2 Filtration and polishing of fuel Stage 1 Removal of free water, sludge, sediment and rust Stage 3 Returning settled product to tank and drumming off waste

  • Removing free water, sediment and rust by

traversing tank cleaning equipment along the entire tank floor

  • Collect waste and fuel in a 500-gallon tank for

settlement

  • Repeat this stage until all free water, sediment

and rust has been removed from the tank floor by viewing samples from all accessible points

1 to 500 gallons of Fuel, Water and Sludge is drawn from the bottom of the underground tank and pumped into a holding tank and left for a pre-determined time to allow water, sludge and sediment to settle.

The Process – Stage 2

Filtration and Polishing of Fuel

7

  • Fuel is circulated through a coalescer, a fuel

conditioner and filters to remove free and emulsified water as well as particulate matter.

  • All tank cleans can be finished with a 2 micron

filter with the tank cleaning equipment on the tank floor.

  • Repeat sampling from the tank floor by

viewing samples from all accessible points.

9 Stage 2 Filtration and polishing of fuel

P.Pat No. 2007906092 Fuel and fuel tank treatment process

The fuel is restored to its

  • ptimal clear and bright

condition as it is passed though a coalescer, fuel conditioner, water blocks and filters down to 2 microns to remove fine invisible particles, as well as entrained and emulsified water.

The Process – Stage 3

Returning Settled Product & Drumming Off Waste

10

  • At this stage, the sediment and water has

been given time to settle.

  • The remaining fuel in the settlement tank is

drawn off the top, treated and returned to the tank.

  • The remaining waste in the settlement tank is

carted and disposed of in accordance with EPA and state regulations.

Remaining Waste in settlement tank is carted and disposed with in accordance to State and EPA regulations. At this stage the sediment and water has been given time to

  • settle. Remaining fuel in the

settlement tank is drawn off the top, treated and returned to the tank.

Safety Systems

All Leighton O’Brien tank cleaning services subscribe to the highest standards for safety – including:

  • Complete bunding of tank, pump, filters, etc.
  • Pump air supply control and shutdown system
  • Fire extinguishers
  • Complete auto and pedestrian barricading
  • Settlement tank overflow protection system

13

Safety Systems

Leighton O’Brien Static Management System

  • Testing of all equipment to ensure earthed prior to truck commissioning
  • Bolted earth straps on all equipment
  • 2x static earth reels
  • Continuity tester
  • Personal static arm band for filter changes
  • Steps to truck designed for personnel grounding
  • Natural fiber cloths (no nylon, polyester, rayon, etc.)

14

A quality static management system is the best defense against an incident.

Safety Systems

Additional Precautions

  • Technician training and certification
  • 3-way valve – reduced changing of hoses
  • System hazoped – ensures design prior to commissioning
  • Diesel air compressor
  • Air diaphragm pump

– No relief value needed – No shaft seal failure

  • No splash returning off liquid
  • Regular HSE audits of technicians

Applications and Solutions

16

slide-17
SLIDE 17

www.senecaco.com

Applications and Solutions

Rust Particulate

  • Need to eliminate the rust particulate

problem from the source at the tank bottom prior to work commencing on the lines and the pumps

  • Very fine powder – our settlement tank is

able to remove this prior to the tank stirring up the particulates into suspension

  • The tank contents are processed through

a 2 micron filter

17

slide-18
SLIDE 18

www.senecaco.com

Applications and Solutions

Reduce Filter Servicing

  • High cost of under pump and nozzle filter

servicing and replacement outside of the regular service maintenance contract

  • Best to treat the problem at the source

by removing sludge and particulate from the tank floor

  • Potential to extend the working life of

fuel system equipment

18

slide-19
SLIDE 19

www.senecaco.com

Applications and Solutions

Incorrect ATG Readings

  • High cost to install ATG probes
  • Excessive particulate and sludge can

cause false water readings and false high water alarms

  • This can lead to situations where staff at

the site ignore these alarms and don’t trust the ATG readings

  • Potential to mask a real water ingress

issue

19

slide-20
SLIDE 20

www.senecaco.com

Applications and Solutions

Ethanol

  • Ethanol scours tank walls leaving

particulate matter to gather on the tank floor

  • Water is a real threat
  • Can lead to equipment issues and phase

separation issue if not treated

  • More pronounced with steel tanks

20

slide-21
SLIDE 21

www.senecaco.com

Applications and Solutions

Biodiesel

  • Again, water is a real threat, especially

when bacteria grows between the water and fuel interface on the bottom of the tank

  • Biocide treatment kills bacteria however

the sludge left behind can cause filter problems

  • The settlement tank is able to remove

this prior to the tank stirring up the particulates into suspension

21

slide-22
SLIDE 22

Applications and Solutions

Tank Conversions

  • Product quality issues can arise if tank

conversion not handled correctly

  • Issues such as insufficient water and

product removal can lead to phase separation and flash point problems
