The Plan…

The following sequence offers a staged plan to meet the BOD’s challenges for SCOV development.

PHASE 1 Years 1 to 4 PHASE 3 Years 8 to 10 PHASE 2 Years 5 to 7 Emphasizes the current needs for space as expressed by the SCOV community, and sets the stage for Phases 2 and 3. Addresses social pursuits by adding a resort pool and entertainment center at Desert Oasis, and intellectual pursuits with a new or updated Welcome Center and Library. Transforms Catalina Vista into an Arts Center for fine, fabric, physical and culinary arts expression.

The process would be similar to the AFC update:

 For each new project in this Development Plan, the BOD

would create a special Committee to study and develop a detailed plan.

 Using this Development Plan as a guide, the Committee

would work with Homeowners, stakeholders and architects to create a detailed plan, with a real cost.

 The BOD would review the plan and place it on a ballot

for Homeowners to vote.

The times shown in this Development Plan are guidelines. The actual times will depend on many things, including:

 Length of time needed for Committees generate detailed plans.  Variances in construction time.  The pace at which the community is willing to fund the plans.  Homeowner desire and willingness to be engaged and vote.

Working with the Finance and Budget Committee, we have some estimates to share, but remember:

 These are estimates for a 7 year period.  A Special Assessment is not a part of these estimates.  As with the AFC, some temporary increase in dues

(about $20 ) is included in this estimate.

 No money has been committed yet.
