Governor Northam’s Phase Guidance for Virginia Schools was accompanied by comprehensive guidance from the Virginia Department of Education, Recovery, Redesign, Restart 2020.

A Scalable Plan
As rapidly as data, trends and guidance change, staff recommend a plan that is scalable:
- 100% - All students regular schedule
- 50% - 2 days a week
- 25% - 1 day per week
- 0% - Remote Learning for all students
- Families may elect: 100% Online Remote Learning

Considerations for Opening School
- Health and safety are top priorities.
- We believe that instructional goals are best achieved by maximizing in-person
learning.
- We understand the need to provide social emotional supports for students and
families.
- We must meet unique needs of vulnerable populations.
- We understand the need to practice daily safety measures to keep students and
staff safe.
- We understand that childcare is a concern for many families and staff members
(see next slide).
- School start and end times may change depending on the number of students who
request bus transportation.

Considerations for Opening School- Childcare
- Childcare Survey- 166 responses 48% of parents do not have access to childcare,
45% would be interested in community-sponsored childcare (109 children)
- DPS is currently working with city and community resources to define the
programs available as well as to identify funding. More information will be available very soon.
- Daycare centers are encouraged to reach out to DPS if they need information
regarding student learning or other needs. They should call Anne Moore-Sparks, DPS Community Outreach and Business Partnership Specialist at 434-799-6434,

Opening School Processes
- Students will be expected to log in and work during the scheduled time frame with
their assigned teacher.
- Teachers will interact with students using virtual learning platforms such as Virtual
Virginia, Google Meet, Canvas, Edgenuity, etc.
- Wednesdays are remote learning days, check-ins with students and families, teacher
planning days, participate in staff meetings, and professional development
- pportunities.
- Teachers will conduct parent-teacher conferences as needed.
- Classrooms will be arranged to promote social or physical distancing.
- Breakfast and Lunch will be eaten in the classroom.
- Students are expected to care for their technology devices so that the devices are not
damaged, lost or stolen.

Proposal for Re-Opening Schools
- All students will start the school year in a virtual environment, except for students in the
Preschool Program.
- Preschool students will begin the year attending Monday-Tuesday and
Thursday-Friday. Wednesdays will be a day for teachers to plan, for the building and toys to be deep cleaned and for teachers to contact parents regarding student learning needs
- All K-12 students will be assigned to their teachers by program choice (Virtual or
Face-to-Face).
- When schools open, students who are assigned to the Face-to-Face Program, will
transition with their teachers to face-to-face instruction.
- Transition to the face-to-face program will occur gradually using a week to week
timeframe to ensure that safety measures are followed.
- Students who are in the 100% Virtual Program will not have any changes to their
schedule or teacher.
- Students cannot change programs or transportation choices until the end of the
semester.

Transition Phases for Face-to-Face Instruction
- Beginning September 15th, the superintendent will begin considering a
recommendation to the School Board whether students who selected the Face-to-Face Program will start attending school through a phased opening. The decision will be based upon the spread of COVID-19 and the phase the state of Virginia is in at that time.
- Students who selected the 100% Virtual Program will stay virtual and with their
current teacher.
- Face-To-Face Program
○ Phase 1- Week 1: K-3, special education self-contained and high school seniors ○ Phase 2 - Week 2: Elementary: Grades 4-5; Middle School: Grade 6; High School: Grade 9 ○ Phase 3 - Week 3: Middle School: Grades 7-8; High School: Grades 10-11 ○ Students cannot change programs or transportation choices until the end of the semester

- Students with disabilities will be served according to their IEPs.
- English Learners K-12 will receive direct language instruction from EL
specialists according to their individualized EL plans. In addition, accommodations and classroom differentiation, based on proficiency levels, will be provided by classroom teachers in all classes.
- The AG, Academically Gifted, resource teachers will also work through
remote learning with online class options for enrichment for students. Differentiated instruction will be provided in order to challenge and meet the needs of academically gifted students.

Danville Public Schools Return to School Health plan is based on guidance from the CDC, the Virginia Phase III Covid Mitigation Plan for Public Schools, local health department regulations, and Division staff
- recommendations. It is designed to protect our students and staff while supporting teaching and learning.
Part I Promoting Behaviors that Reduce the Spread of COVID-19
- Digital thermometers will be used to take the temperature of staff and students prior to entering schools or other DPS
facility
- Schools will provide training for staff on COVID-19 mitigation to include mandatory physical distancing, mandatory
wearing of face coverings, proper hand hygiene and staying home when presenting signs of COVID-19
- Failure to wear a mask will be treated as a dress code violation.
- Signage in visible locations such as entrances, offices, and outside restrooms designed to educate staff and students
- n proper COVID-19 mitigation strategies
- Classroom seating redesign to allow for social distancing of at least 6 feet
- Discouraging and prohibiting congregation in communal spaces such as halls, entrances and exits
- To the extent possible, meals will be served in classrooms and will be boxed or bagged

➢ The principal shall be responsible for the administration of attendance policies and procedures. The principal share also ensure that:
1. All clerks and teachers are instructed in the proper recording of attendance. 2. All teachers will check the roll in every class. 3. All teachers will communicate with student’s parent if poor attendance is affecting the student’s progress and keep a log of those contacts. 4. After three (3) consecutive absences or five (5) absences in a two-week period, the teacher will report the student to the counselor who will work with the principal (or designee) and attendance clerk to investigate student absences. Chronic absenteeism is handled through student support services and truancy guidelines will be followed.

The best available evidence indicates if children become infected, they are far less likely to suffer severe symptoms. At the same time, the harms attributed to closed schools on the social, emotional, and behavioral health, economic well-being, and academic achievement of children, in both the short- and long-term, are well-known and significant. Based on current data, the rate of infection among younger school children, and from students to teachers, has been low, especially if proper precautions are followed. There have also been few reports of children being the primary source of COVID-19 transmission among family members. This is consistent with data from both virus and antibody testing, suggesting that children are not the primary drivers of COVID-19 spread in schools or in the community.

No studies are conclusive, but the available evidence provides reason to believe that in-person schooling is in the best interest of students, especially pre-K through K-3, particularly in the context of appropriate mitigation measures similar to those implemented at essential workplaces. Aside from a child’s home, no other setting has more influence on a child’s health and well-being than their school. The in-person school environment does the following:
- provides educational instruction;
- supports the development of social and emotional skills;
- creates a safe environment for learning;
- addresses nutritional needs; and
- facilitates physical activity.

- Preschool and Early Childhood Special Education students will attend 4 days
a week- Monday, Tuesday, Thursday, and Friday. Wednesdays will be a day for teachers to plan, for the building and toys to be deep cleaned and for teachers to contact parents regarding student learning needs
- Students will attend on a staggered basis for the first week.
- The school day will be 5 ½ hours to allow for cleaning as well as collaborative
planning between classroom teachers and instructional paraprofessionals.

Physical Distancing
”New Classrooms”
Use all areas of the building to develop learning areas. Each area will have furniture and learning materials.
Classes in 2 groups
Group A will meet with the teacher and Group B will meet with the Instructional
- Paraprofessional. Each day the
groups will rotate.
Children
There will be no more than 8 children in a group. This allows children to spread out. The children will stay in the classrooms for all learning activities.
Teacher
All faculty members will wear masks and keep the kids at a safe distance. Children will be provided masks for activities that require a closer contact.

Daily Cleaning
- Daily consistent cleaning operations continues with a concentration of deep cleaning for
high traffic areas including restrooms.
- High traffic areas include: All offices, guidance, nurse’s station, break areas, classrooms,
cafeterias, libraries, play areas and playground equipment.
- Cleaning includes: light fixtures, moldings, vents, windows, desk, chairs, floors, light
switches, toys, bookshelves, doors, door knobs, lockers, counters, tables, wall mounted equipment, office furniture, office equipment, phones and playground equipment.
- Each classroom will be provided a spray bottle with CDC approved chemical Buckeye E22,
- disinfectant. This disinfectant is safe, and fast drying. Periodically throughout the day
teachers will be able to spray areas in classroom for disinfecting.
- Additional cleaning will be done everyday with the Hygiencia equipment.
