  1. SCDOT OUTSIDE PERSPECTIVE PRESENTATION BY SETH HUFFSTETLER

  2. Roles & Responsibilities: • Coming up to speed on equipment assets. • Researching technological advances (Material Science, Special Coatings, Software, Electrical, Hydraulics, etc.) • Communicating with District / County personnel (product issues & improvements) • Review and revise equipment specifications • Initiate procurement contract process • Product research in an effort to reduce cost and aid in the goal of updating / reducing the fleet. • Communication / Coordination with Vendors, organizing equipment demos for the districts to illustrate new product concepts in an effort to improve the way we do business.

  3. Communication: Encouraging Fleet / Design improvements to reduce downtime, repairs, cost, etc. How can we accomplish this? • Vendor communication • Demos / Plant Tours • Meetings with District Management (Buying into a new concept) • Communication with District mechanical engineers (current issues and how to improve) • SCDOT shop foreman discussion board Vendors are detrimental to our success and they continue to aid SCDOT in product revision / improvement to help us meet our goals.

  4. Communication with vendors has helped to create and improve existing designs to provide products that would be SAFER and better suited for our operations and the public. Communication is instrumental to our success. • Employee & Public Safety • Product Improvement FMVSS DEMO - LED No Diffuser Design Revision DEMO - LED Diffuser

  5. Awareness to design changes, items are being relocated on chassis which creates fit-up issues & clearance concerns. Tubing installed to lift tool storage due to interference with battery box / air tank location.

  6. 331 Hours

  7. $20,000 repair per Tractor Modular design for newer tractors

  8. Bridge Inspection Platform Failure

  9. Equipment not being used; opening has potential to become a home for critters. Protection for Wires (loom, grommets, strain reliefs, weather protection, etc.) • Inspection • Spec. Improvement • Reduce Downtime Mounting, Fasteners, Adhesives • Reduce Cost / Increased Cost?? (Heat & Cold Impacts, vibration, etc.) (Where to draw the line on expectations)

  10. FACTOR OF SAFETY

  11. Communicating with Vendors and Districts to ensure items meet the needs, clearing up any confusion prior to purchase. Informing the fleet of OPTIONS to reduce shop fabrication / downtime cost.

  12. SAFETY

  13. Fleet Data: • Accuracy of Information (Mileage, Hrs., Utilization, Cost) • Navigating the Information

  14. Fleet Data - Fleet Improvement (Data Evaluation) / Reduction: • Fleet - Is there a need, Utilization, Buying, Renting, Contracting, Equipment Pools. • Product Quality - Materials / components used, SAE / ISO / Codes, history of product reliability & associated cost after sale. • Design - examples include: hydraulics, cooling capabilities, weight, dimensions, structural reinforcement, material selection, special coatings, electrical, etc. • Support - Before and after sale (product info. & demos are great for highlighting what could satisfy the DOT needs and after sale support is a key element for our Districts as they perform the work and eventually do repairs on the equipment). • Product Improvement - Constant need for improving our specifications without going to extremes to prevent exponential cost increases associated with our request.

  15. Question from Field Personnel: Do we need A/C on Backhoes & Mini Excavators (Broken Glass & AC Component Failures)? Why do the new dump trucks have A/C issues? Maintenance Cost for Districts (Heat & A/C Summary) : • (Replace) Heat & A/C Components - Approx. $1.79 Million over 2yrs • (Repair) Heat & A/C Components – Approx. $850,000 • Total over 2 years = $2.64 Million • Compressor, A/C Condenser, Evaporator cost = $1.12 Million Backhoe Heat & A/C example: Downtime associated to Glass repairs over 17 years = 6 months of downtime “Creature Comforts” • Period – April 2014 to April 2017 • Repair & Replace Cost on related components = $440,266.88 • Average Backhoe cost = $92,000 • Examples of where money could be spent: Use toward 15 new 4x4 trucks / 4 new backhoes w/attach. / 6 new compact loaders.

  16. Spec. Improvement - Reviewing Data and using the information to indicate where we may want to improve on certain features to ensure lower cost after sale and reduce downtime. Self Propelled Sweeper Example • Avg. Rental Price - $1800/month • Avg. Purchase Price - $57,600.00 • AC Repair Total - $121,715 1000 900 800 700 600 Count of Sweeper Count of Backhoe 500 Count of Vehicles 400 Count of Tractor 300 200 100 0 Total

  21. Field Input: Supply & Equipment has initiated a discussion board for the State, this allows shop foreman, supervisors, engineers, etc. to share experiences with one another. I have used this as a tool to illustrate new equipment, improved designs, highlight issues with equipment, parts list and pricing. The objective is to open the lines of communication between the Districts. Same tool would be great for States

  22. What are we looking at for the future…. 16yd. trucks entering the fleet. New lift design should reduce body building times, lower the center of gravity, easier access for maintenance, and cut body building cost at the equipment depot.

  23. Exploring frame options to aid in snow plow installation.
