ENVIRONMENTAL IMPACT STATEMENT

Submitted: March 2015

  • The RBT2 EIS was prepared according to the EIS

Guidelines issued by the CEA Agency on January 7, 2014, and was submitted in March 2015

  • The information presented in the EIS is intended to

satisfy both federal and provincial EA requirements

  • The EIS includes:
  • identification of potential effects and benefits of the

Project

  • description of mitigation measures to reduce

potential Project effects ENVIRONMENTAL IMPACT STATEMENT

  • The widened causeway footprint

has been optimized to minimize encroachment into areas of biofilm

  • Our studies show there is

currently extensive biofilm at Roberts Bank and Fraser River estuary which supports large populations of migrating and

  • verwintering birds

BIOFILM

  • Our assessment has concluded that feeding
  • pportunities for birds would not be significantly

affected after the construction of the new terminal

slide-7
SLIDE 7

  • After the implementation of mitigation, the Roberts

Bank Terminal 2 Project is not expected to result in any significant adverse residual effects on any of the 16 valued components

  • No cumulative effects are anticipated, with the

exception of a cumulative effect to southern resident killer whales

  • These conclusions will be subject to a thorough review

by an independent review panel

  • Port Metro Vancouver is confident potential adverse

effects can be fully or partially avoided or reduced through Project design and the implementation of environmental management programs CONCLUSIONS OF THE EIS

  • The CEA Agency invited public comments on the

completeness of the EIS between April 30 and June 15, 2015

  • On July 31, 2015, the CEA Agency requested additional

information to satisfy the requirements of the EIS Guidelines

  • On October 26, 2015, Port Metro Vancouver submitted

responses to these 31 information requests

  • These responses are posted on the CEA Agency project

registry

  • CEA Agency issued updated EIS Guidelines on April 17,

2015

  • Two additional factors:
  • Marine shipping. The environmental effects of marine

shipping associated with the Project extending to the 12 nautical limit of Canada’s territorial sea.

  • Provincial socio-economic assessment. The potential

economic, social, heritage and health effects of the Project, including cumulative effects.

  • The Marine Shipping Supplemental Report assesses

project-related shipping outside of Port Metro Vancouver’s jurisdiction to the 12 nautical mile limit of Canada’s territorial sea.

  • This thorough and robust assessment was completed by

a team of professional scientists, and considers feedback and input from over 20 Aboriginal groups.

  • The conclusion of this work is that marine shipping

associated with the Project is not likely to result in significant adverse residual effects to the valued components assessed. MARINE SHIPPING SUPPLEMENTAL REPORT

ENVIRONMENTAL ASSESSMENT NEXT STEPS

12

  • Provincial process to principally rely on the Federal review panel
  • BCEAO to make a recommendation to the B.C. Minister of Environment

Federal Process Provincial Process

slide-13
SLIDE 13

  • Separate procurement processes for the terminal
  • perator and infrastructure developer
  • Agreements are subject to environmental approval
  • Project would be funded by Port Metro Vancouver and

private funding and would not require tax dollars PROCUREMENT PROCESS

13
