Statutory Duty

  • Carry out studies into accidents arising out of the use of

vehicles;

  • In the light of those studies, take such measures as appear

to the authority to be appropriate to prevent such accidents, including the dissemination of information and advice relating to the use of roads, the giving of practical training to road users or any class or description of road users, the construction, improvement, maintenance or repair of roads and other measures taken in the exercise of their powers for controlling, protecting or assisting the movement of traffic on roads.

Accident Reporting

In the event of an accident occurring on either the road or other public place, the law permits individuals to deal with the incident at that time and, under certain conditions, removes the requirement for the incident to be reported to or recorded by the police. Therefore, providing all drivers stop and exchange details, there is no legal requirement to report an accident.

What if the Police are called?

In cases where the police are called, they will decide whether their attendance is required. Where the police attend and the incident has resulted in an injury, the officer is required to complete a Stats 19 record which includes data on the type of injury i.e. fatal, serious or slight. This information is then placed on the police database and, in due course, exported to Key Accident software which is then supplied to the Isle of Wight Council. This process can take at least one month.

Data Collection

The council use Key Accident software to interrogate and, in some circumstances, make minor data amendments. The software also enables the identification of road traffic accident cluster sites, analysis of geographic areas, detection of common causes and the

  • pportunity to breakdown the characteristics
  • f those involved in collisions.

Intervention

The council is a member of the Isle of Wight Road Safety Forum which comprises of road safety professionals and stakeholders. The forum considers quarterly accident reports in

  • rder to prepare new education initiatives;

evaluate existing education programmes and encourage greater levels of enforcement in identified problem areas.
