Communities in Schools Richmond Public Schools Therapeutic Day Treatment
Communities in Schools Richmond (CISR) Richmond Public Schools Therapeutic Day Treatment Identifies and addresses unmet needs of children and families to help children stay in school by mobilizing existing community resources and fostering cooperative partnerships Develop and implement engaging, innovative, and rigorous curriculum that will optimize learning. Engage all facets of the community as partners in accomplishing our mission and objectives. Align people and resources strategically to maximize impact. Provides services (e.g. counseling, crisis intervention) to help children during the school day to improve behaviors, emotional well-being, and /or attendance

If you have not completed this process and are currently in an RPS school you must complete this process If you have not signed an MOU with CISR and are currently in a RPS school, you must do so or you will not be permitted to enter a RPS building until the required documentation is on file
How to Become an Approved TDT Provider in RPS
Agencies will be notified of approval or denial by CISR. Only approved agencies will be added to the approved TDT roster.
Upon approval (step 2), agencies will be notified by CISR that they have been approved and will be added to the Richmond Public Schools’ approved day treatment provider roster.
Agency appearance on the approved RPS TDT provider roster means the agency has met the qualifications to provide services in schools. Agency appearance on the approved RPS TDT provider roster alone, does not mean an agency can enter and provide service in RPS schools.
When needed, principals/designees will make a written request for specific TDT agencies (Principal Request for Day Treatment Services) to Renata Jones
Principals will have access to brochures from agencies
Principals may contact potential agencies to obtain additional information not included in the brochure to inform their decision.
School-based staff must be able to focus on instruction in order to achieve the mission of Richmond Public Schools.
Note: TDT providers are to refrain from soliciting TDT services to school-based staff.
Renata Jones will respond to principals’ requests for agencies to provide TDT in his/her specific school.
Upon approval, principals will contact the specific agency and schedule an intake meeting (start date, expectations,…).
Plan for Success
TDT providers must adhere to confidentiality regulations at all times. School staff and TDT providers will collaboratively determine the most appropriate time for students to receive TDT service
Refrain from pulling students from core content courses
Ensure in-class support does not take away from the instructional process / learning environment
TDT providers will collect baseline, formative, and summative data regarding target behaviors (e.g. attendance, discipline infractions) TDT providers will review progress data with school-based staff (inclusive of CISR site supervisor as on a regular basis (at minimum – 4.5 week intervals)
Agencies do not transfer to other buildings because their students transferred to a new school (complete application process must be followed) Example:
Mickey Mouse received TDT from Agency X while attending ABC Middle School. Mickey Mouse transferred to DEF Middle
School, they will not provide services to Mickey Mouse. While Agency X is an approved agency on the RPS list, Agency X would only be permitted in DEF Middle School via principal request through the RPS process.

Did We Achieve Our Goal?
TDT results in … Increased social and emotional competency Reduction in disruptive and aggressive behaviors Reduction in suspensions, truancy, expulsions, and violence
Each TDT agency will be evaluated semi-annually by each school served (some agencies will receive multiple evaluations because they provide services in multiple schools). Based on the evaluations, principals will make a determination regarding continued partnership with the agency for TDT.
Note: Principals reserve the right to terminate partnership with an agency at any time.
Evaluations will also be reviewed at the division level to determine trends within agencies across the division.

VICAP Process must be followed CISR and building administrators will ensure that the procedure is followed Parents are assisted with the VICAP process by CISR staff or building designee Providers are not to assist in this process Richmond Public School’s building principal or designee may recommend that a student begin the VICAP process to receive services Parent contact VICAP to obtain an independent clinical assessment to determine if a student is eligible to receive Medicaid-funded services. Services that require an independent assessment include:
Therapeutic Day Treatment Services (school based services) Intensive In-Home Services (home based services) Mental Health Support Services (community based services) Residential Treatment (out of home – residential services)
The child’s school will provide parents the list of Therapeutic Day Treatment providers that provide services in the child’s school. School is to be unbiased. This will assist the parent in choosing a provider if the child is eligible for Therapeutic Day Treatment Services (a school based service) – all other Medicaid-funded services are provided outside the school and the school may provide a list of providers to assist the parent if the child is eligible for any
Principals may designate the CISR Site Coordinator this task Parents will find out the day of the assessment if their child is eligible for services. The parent needs to notify the child’s school (ASAP) if the child has been found eligible/ineligible to receive Mental Health Services. If eligible for therapeutic day treatment services the parent informs the school principal or designee who the provider of the services will be and provide the school written consent to exchange information with the provider. Neither RPS designee nor staff person is to suggest any provider to the parent. Children who transfer to a school and who were receiving services prior to the move does not guarantee that the provider will transfer with the student
The PARENT is responsible for scheduling an Independent Clinical Assessment with Richmond Behavioral Health Authority (RBHA) at 819-4063. The parent will be given the first available appointments which will be made at one of the following locations:
RBHA 107 S. Fifth Street, Richmond , VA or United Methodist Family Services, 3900 West Broad Street, Richmond, VA The RPS building principal or designee may assist the parent in scheduling the VICAP Assessment
