APAC Regional Office (RO)

• ICAO HQ is in Montreal and there are 7 ROs
• The APAC RO is covering the territory of 39 States
• Based in Bangkok. The Regional Director is Mr. Arun MISHRA

Opening of APAC Regional Sub Office (RSO)

• ICAO Council agreed to establish a Regional Sub-Office

(RSO) in APAC region on 14 November 2011.

• The APAC RO was inaugurated in Beijing, China on 27 June

2013.

Work share between RO and RSO

The RSO is also covering all APAC region too but is focusing on ATM implementation whereas RO is focusing on policy and planning .

What is RSO offering to the APAC States ?

• Acting as secretariat of regional/specific working group

to ease coordination between States in the region;

• Organizing dedicated workshop for several States, most
• ften at RO in Bangkok or at RSO in Beijing ;
• Answering specific assistance request from a State.

• Foundation ATFM , Advanced ATFM, Cross-border

ATFM,

• PBN Airspace Design, PBN Ops approval ( with COSCAP and

IATA) and PBN ATC Training.

Flight Procedure Programme (FPP)

• Established in Beijing in 2010, co-located with RSO since 2013
• Managed by :

– 10 Active States who are a paying an annual contribution – Steering Committee : on going discussion for phase 3 (2018-2020) – FPP manager, 3 PD instructors, 1 admin and 1 IT are all seconded by China – ICAO TCB programme, supervised by RSO chief

• Goal : Assist States in instrument flight procedure design
• Activities :

– Current courses delivered in Beijing : Basic PANS OPS PD, PBN PD, Refresher course, On Job Training – Future possible courses : Quality Assurance, RNP AR, Helicopter PINS – Support to States on Request for PD : review of PD,…
