Background

The first Regional Report will focus on Latin America and the Caribbean (LAC)

  • A new publication will be introduced to accompany the GEM report that will address

the implications of the issue in one region of the world

  • LAC remains the region with the largest and most challenging socioeconomic

inequalities in the world This report will be the result of collaboration among three institutions:

  • The GEM Report Team
  • The UNESCO Regional Office for Education in Latin America and the Caribbean (OREALC)
  • SUMMA, the Education Research and Innovation Laboratory for LAC

Inclusive education

“The full and effective participation, accessibility, attendance and achievement of all students, especially those who, for different reasons, are excluded or at risk of being marginalized”

  • Inclusive education with a broader meaning, encompassing all learners and

groups vulnerable to exclusion from education

  • Inclusive education as a process; a means not an end
  • Exclusion as a universal phenomenon
  • Mechanisms of exclusion are common and structural to all, regardless of group
  • Not restricted to where education takes place but involves a range of elements

that form educational experiences and outcomes

Elements and dimensions of the Regional Report

Six elements that place children, young people and adults at risk of exclusion: Eight areas of exclusion that can increase the vulnerability of children, young people and adults:

  • Legal and policy frameworks
  • Governance and finance
  • Curriculum and learning materials.
  • Teachers, principals and support

staff.

  • Schools
  • Community, parents and students
  • Gender
  • Sexual identity (LGBTQ+)
  • Socio-economic status
  • Incarceration
  • Living in a rural area
  • Ethnicity
  • International human mobility

Case Studies

To support the development of the 2020 GEM Regional Report, consultants will be hired to conduct case studies in three countries for each area of exclusion (total of 24 studies). Each of them will reflect the elements of the inclusive education framework: Area Country Research topic Technical Counterpart Mobility and migration Colombia Venezuelans in Colombia GEM Report Team Costa Rica Nicaraguans in transit Dominican Republic Haitians Rurality Brazil Education, rurality and remoteness Suriname Peru Panama Disability Paraguay Disability and education Nicaragua Jamaica
