The Gate 9 Traffic Challenges

 Old Gate 9 was about 1/ 4

mile off a maj or interstate (I-565)

 During prime hours the

traffic backed up causing traffic safety issues:

Our Solution

Raised $12.9m from state and local governments in Alabama and Tennessee and Redstone Gateway partners

Construct new gate ¾ mile south with two additional lanes and widen Rideout Road.

Modified Alabama law to:

 Allow “ City Of Huntsville Federal Building Authority” (FBA) to be

used as a conduit for execution of funds from multiple sources

 Change definition of “ industrial access funds” so term “ industrial”

now includes military facilities

FBA contracted with existing proven Redstone Garrison construction contractors to perform the work

Utilized existing EUL Agreement with Corporate Office Properties Trust to execute and transfer improvements to the Army

 Largest Army Enhanced Use Lease (EUL) office

project

 When complete, will be a 4.6 million SF

integrated office park on 468 acres

 1.2 million SF of secure office space capacity

behind the Redstone Arsenal perimeter fence designed to AT/FP standards

 $76 million TIF bond issued (supported by the

State of Alabama, Madison County and the City of Huntsville) to fund infrastructure.

 COPT committed to purchasing TIF bond,

effectively guaranteeing tax revenue risk to the City of Huntsville

 Provided new rail spur, primary electrical

substation, and road infrastructure to support the installation.
