  4. HRA Overview 1. Construction of new infill house and subdivision of property (panhandle configuration); 2. Preservation of the Boyd House in-place and rehabilitation of character-defining elements; 3. Short term rental accommodations allowed (on both lots currently*); and 4. New detached garage (off rear lane). Lot Area: Existing Lot: 9,123 ft 2 “Boyd House Lot”: 6,108 ft 2 4 “New House Lot”: 3,015 ft 2 2 3 Floor Area (Interior Space): Boyd House: 1,705 ft 2 New House: 3,875 ft 2 1 (approx. 2,800 ft 2 used in FAR calc.) Floor Area Ratio (FAR): Existing: 0.19 “Boyd House Lot”: 0.28 “New House Lot”: 0.93 Proposed (Overall Site): 0.49

  5. Short Term Rental Accommodation Council Concerns at 1 st Reading: 1. The need for further regulation of short term rental accommodations permitted through the HRA; and 2. Whether short term rental accommodations should be permitted on the proposed “New Lot”. Recommended Modification: 1. Allowing short term rentals only on the “Boyd House Lot” 2. Introduce further short term rentals rules and a revocation provision. west vancouver

  6. Proposed Changes to HRA A. Short term rental accommodation only allowed on the “Boyd House Lot”; B. Annual business licence required; C. Short term rental accommodation may be prohibited by the Director of Planning and Development Services (acting reasonably to safeguard the peace of the surrounding neighbourhood); D. Guest accommodation rooms limited to principal building; E. The property owner must occupy the Boyd House or appoint a property manager: i. Authorize the property manager to deal with complaints; ii. Provide the District the contact information of property manager. F. Information package provided to guests regarding noise (e.g. quiet time after 10pm), smoking, parking, registered guests and security of the lands. west vancouver

Relevant Council Policy OCP (2018) “Key Action” to respect neighbourhood character and encourage long-term protection of valued heritage properties with stronger incentives “Respecting character and protecting heritage”  Policy 2.1.9 – Utilize Heritage Planning Tools to “protect buildings, structures and landscapes on the District’s Heritage Register” “Supporting tourism and visitors”  Policy 2.3.10 (b) – Support bed and breakfast and short-term rental accommodations on properties recognized for their heritage value. ECONOMIC DEVELOPMENT PLAN (2018)  “Visitor Infrastructure” Recommendation B-15 - “Develop draft policy and regulations to allow for bed and breakfast and short- term vacation rental as permitted uses on properties recognized for their heritage value, both to broaden accommodation options, and to provide an economic incentive for heritage conservation.” west vancouver

Progress & Rationale • April 16, 2019 – Supported by Heritage Advisory Committee (with revisions requested and completed); and December 2, 2019 - 1 st Reading provided by Council for the HRA and • Heritage Designation Bylaws. Rationale: • Aligned with OCP objectives to retain, protect and revitalize heritage assets within the community. • Allows for diverse infill development • Provides an improved street presence along Duchess Avenue west vancouver
