  14. Key “take-aw ays” from “Central City” dem ographics 1 . Population of “Central City” grew by 1 0 4 % betw een 1 9 9 0 and 2 0 1 0 2 . The City of Chicago’s population declined by over 3 % 3 . The only grow th in the 0 to 1 7 age group w as in the preschool population 4 . The declines in prim ary and secondary school age groups are due in part to fam ilies leaving Chicago in search of high quality public education 5 . The socioeconom ic and racial diversity of the “Central City” population is a healthy m ix and one reflective of that of the broader city 6 . The socioeconom ic/ racial diversity of the “Central City” is sim ilar to that intentionally created in student populations by CPS in m agnet and selective enrollm ent schools under the federal desegregation consent decree. Race w as a student selection criteria. Now an SES algorithm is used post judicial vacation of decree 7 . The student population is distributed throughout the area 8 . None of the attendance areas alone have enough population to fill a high school nor do the South or W est Loop com m unities alone have the diversity that CPS w ill look for in a school population
