A Brief History of Recycling Goals in CA

1970 1980 1990 2000 2010

1970 – First quantitative statewide survey completed. 175 TAF Goals established and incorporated into the Water Code (§ 13577): 700 TAF by 2000 and 1,000 TAF by 2010. 1991 – Recycled Water Task Force determined projected potential use of 890‐1,170 TAF by 2010 and 1,850‐2,250 TAF by 2030. 2003 – Recycled Water Policy (State Water Board) establishes goals of increasing recycled water use over 2002 levels by 1 MAF in 2020 and 2 MAF in 2030. It also mandates increasing recycled water use over 2009 levels by 200,000 AF in 2020 and an additional 300,000 AF in 2030. 2009 – Office of Recycling established. First Target: 400 TAF increase in 5 years. 1977 – 1987 – Comprehensive statewide survey

DWR’s Proposal:

 Based on current recycled water use and projected recycling rates included in 2010 UWMPs, California:

– Probably will meet the Recycled Water Policy mandates of 869 TAF (2020) and 1,269 TAF (2030) – Will be challenged to achieve the RWP goals of 1,525 (2020) and 2,525 MAF (2030)

 Achievable targets of 1 MAF (2020) and 1.3 MAF (2030) are slightly higher than current mandates  Meeting existing mandates and new targets will be strongly tied to funding availability.
