PROBLEM STATEMENT

  • 9 Disconnected towns – EMM is a typically

polycentric city;

  • Limited access to PT (Rail and Buses) in

particular in the previously disadvantaged communities where unemployment is also high;

  • High dependence on Private Vehicles;
  • Limited coverage of our own Municipal

Buses and

  • An un-integrated Municipal Bus service.

BASIC PRINCIPLES OF PLAN

  • Rail is the backbone of system in particular

E-W.

  • BRT system main mode for the N/S of

EMM.

  • Increased provision of Non-Motorised

Transport infrastructure. We have a lot of internal movements within each town.

  • Extension of Municipal bus services in
  • ther areas.
  • Within next 10 to 15 years, 85% of

population to be within 1km of Rail, BRT

  • f Feeder station/stop.

Full network plan - phasing

Phase 1 Phase 2 Phase 3 Phase 4 Phase 5 7 trunk routes will be implemented over a number

  • f years, in 5 phases,

depending on design, financial, operational and

  • ther considerations.

What is our plan? Proposed Intervention- What is our plan?

  • Extension of Municipal Bus services in areas not

planned for BRT and Rail interventions 80 new green buses over the next two years

  • Integrate the bus services including the BRT

system to try and establish a City-wide network with each mode assigned to a relevant corridor.

  • Extensively construct NMT is areas where internal

movements are very high e.g. Kempton Park.

slide-13
SLIDE 13

What is our plan continued…….

  • Conclude on the institutional arrangements for our

Municipal bus services - One service is operated internally and the other as a private company.

  • The IRPTN structure must be responsive to the metro’s

PT needs both for planning and implementation.

  • Look for possible resources for funding the municipal buses
  • utside the Metro’s budget – possibly collaborate with other

Metros in Gauteng.

  • Run a parallel process for implementing PT solutions in the

N/S;E/W and the rest of EMM . If possible all options must be operationalised by 2015/16 at the latest 2016/17.

LESSONS LEARNT

Lessons learnt:

  • Gauteng as a global city region needs to engage more to

find common solutions to common challenges;

  • The importance of partnering with the Private Sector;
  • The CCID – IT WORKS!!!!!
  • The institutional arrangements still need a lot of work – Are

we creating responsive structures e.g. Transport Authorities.

  • Where planning is necessary , let it be done thoroughly with

focus but where all is needed is logic and common sense let us go in and implement.

slide-15

SUPPORT REQUIRED

  • Continuous sharing of information with other Metros;
  • Technical support;
  • Confirmation of long term funding;
  • Centralisation of information and knowledge management.
