Project Development & Environment Study • Develop and evaluate engineering and environmentally feasible 2 alternative solutions that meet the need determined in the Planning Phase. • Evaluate potential impacts to the social, natural and physical environments and determine ways to avoid or minimize impacts. • Inform and involve the public in the development of the project. • This process is mandated by the National Environment Policy Act (NEPA) and state law. It represents a combined effort by technical professionals who analyze information and document the best alternative for a community’s transportation needs.

  5. Project Description SR 874 • Urban Principal 5 Arterial Expressway • Approximately 7.2 miles • Posted Speed Limit 55mph • Hurricane Evacuation Route • Part of SIS/FIHS • Proposes a new ramp connection between the existing SR 874 at the HEFT with SW 136 th St

Corridor Characteristics This project is included in the Miami-Dade County 2035 Long Range Transportation Plan 6 and in the Miami-Dade Comprehensive Development Master Plan Part of the Florida Intrastate Highway System (FIHS) • Develops and maintains the network of highways that combined make up the intrastate system • Composed of interconnected limited and controlled-access roadways including interstate highways and Florida’s Turnpike system Part of the Strategic Intermodal System (SIS) • System of transportation facilities of statewide and interregional significance • Focused on the efficient movement of passengers and freight • Carries 68% of all truck traffic and 29% of all traffic

Purpose and Need Social Demand and Economic Development • The study area is one of the fastest growing most densely populated communities in the state with 8 limited expressway access • Population and jobs are anticipated to increase by 104% and 37%, respectively by 2035 • Improvements to the Kendall-Tamiami Executive Airport and near by supporting land-uses such as new tourist developments anticipated for Miami MetroZoo, schools, community and shopping centers will increase traffic congestion in the area • Growth in industrial and flex-space activities in the area are largely dependent upon expressway access

Purpose and Need System Connectivity • SR 874 provides a southwest to 9 northeast connection from the HEFT to the Palmetto Expressway (SR 826) • The proposed connector would provide an alternate travel route, relieving congestion at the HEFT/SW 120 St and SW 152 St interchanges • The new facility would provide local traffic a more direct route to the centers of employment in the County (i.e. Downtown Miami and Miami International Airport)

  10. Purpose and Need Capacity • SW 120 St and SW 10 152 St are the only corridors in the area with access to the expressway system • SW 120 St and SW 152 St and their interchanges with the HEFT are currently operating over capacity • Expressways in the area are currently heavily congested

Purpose and Need Evacuation Route/ Emergency services • The lower southeast Florida Region has been identified by 11 the National Oceanic Atmospheric Administration (NOAA) as one of the most hurricane vulnerable areas in the United States • HEFT is one of three continuous north-south corridors along with Krome Avenue to the west and US 1 to the east and thus serves as a critical evacuation route • The SR 874/Don Shula Expressway facilitates access to other critical north-south facilities (i.e. SR 826/Palmetto Expressway, US-1, I-95) • This project would provide an additional connection to the SR 874 facility and expedite the mobility at the HEFT interchanges decreasing evacuation time

Public Involvement Public Outreach Program • A Public Outreach Program was conducted as a part of the SR 874 16 Connector Project Concept Study (June, 2008) • A total of 41 community groups in the area were incorporated in the study • Public Concerns included: • Height of ramp • Noise walls • Aesthetics • Future ramp connection to turnpike • Tolls • Level of service of surrounding streets • Lighting • Issues identified by environmental agencies • Noise from ramps
