  3. Why are PMCDs Important for all Airports? 1. Govern management of an airport from a holistic perspective 2. Contribute to the financial stability of an airport 3. Establish guidelines for fair and equal treatment of people 4. Protect the health and safety of the general public 5. Foster quality products, facilities, and services 6. Reduce exposure and liability 7. Create a platform for conflict prevention and resolution 8. Support our Federal Grant Assurances (Promises)

  4. PMCDs and Existing Policy 1. PMCDs incorporate guidance from FAA Advisories, handbooks, circulars. 2. Existing policy covers topic areas specific to the District. PMCDs cover a wider and more comprehensive range of topics relevant to all airports. 3. Existing policies lack guidance on some areas such as: a. Emerging aeronautical use such a skydiving and UAS b. Recent rulemaking related to hangar use c. Renewal and development of leases and agreements d. Use and development of land and facilities e. Rate setting
