What is a Neighbourhood Plan?

  • Part of the Local Plan policies
  • Adds local detail to strategic policies
  • A way for local people to help protect things

that are important to them

Why is it beneficial?

  • 25% of CIL contributions (rather than 10%)
  • 3 year housing land supply (rather than 5/6)
  • More certainty over planning decisions

How is an NDP prepared?

  • Lots of advice available online
  • Consultation with local people is key
  • You will need professional support
  • Technical support
  • Writing in the language of planning
  • Project management

What is “planning evidence”?

  • What will the evidence be used for?
  • Why is evidence important?
  • Compliance with higher policies
  • Likely to be delivered
  • Justified that you need what you ask for

What does it cost?

  • Other costs like copying, delivering, etc. will

be a combination of the two

What are the basic steps?

  • Decide as a village that you want to proceed
  • Evidence gathering
  • Draft the plan
  • Consult on the draft plan
  • Submit to CDC
  • Hearing
  • Referendum

How long will it take?

  • If we work hard, one year to the first draft
  • Then Cotswold District takes over

  • Summary of the community engagement

  • Site allocations and development envelopes
  • Infrastructure

  • Only add value to CDC policies –do nothing

  • Careful project planning
  • Limit the number of policies (and review

and update the plan later if necessary)

  • Stick to the project plan!
