PRESENTATION FOR TESTING DIRECTIONS

The World Health Organization declared COVID-19 a pandemic on 11 March 2020. On 15 March 2020, the Minister fpr Emergency Services declared a state of emergency with efgect from 12 a.m. on 16 March 2020 in respect of the pandemic caused by COVID-19 pursuant to section 56 of the Emergency Management Act 2005 (WA) (Act). The state of emergency applies to the State of Westero Australia. I, Christopher John Dawson, Commissioner of Police and State Emergency Coordinator, now give the following directions pursuant to my powers under sections 67 and 72A of the Act. PREAMBLE 1. The purpose of these directions is to limit the spread of COVID-19. CITATION 2. These directions may be refe1Ued to as the Presentation fpr Testing Directions. COMMENCEMENT 3. These directions come into effect at 11 am on 9 July 2020. DIRECTIONS 4. These directions apply to any person: (a) who enters Westero Australia by disembarking from an afgected aircraft onto land anywhere in Western Australia (including any person who entered Westero Australia in this manner on or afuer 29 June 2020); and (b) who has been in Victoria at any time in the 14 days before the person entered Westero Australia; and ( c) who, by the end of the tenth day afuer the day on which the person entered Westero Australia: (i) has not lefu Westero Australia; and (ii) has not been given a quarantine direction; and (iii) is not otherwise required to quarantine or isolate under either or both

• f the relevant directions.

5. A person to whom these directions apply must, on the eleventh day afuer the day on which the person entered Westero Australia: (a) go to the COVID Clinic nearest to them as early as possible on the eleventh day;and (b) inform a relevant offjcer at the COVID Clinic that they are required to attend the COVID Clinic to be tested fpr COVID-19; and (c) remain at the COVID Clinic until: (i) the person has been tested for COVID-19; and (ii) the person has truthfvlly answered any questions which a relevant

• ffjcer asks them to answer for the purposes of the person being tested

for COVID-19; and (iii) a relevant ofgicer has instructed the person that they may leave the COVID Clinic. 6. A person to whom these directions apply must also: (a) comply with any other instruction which a relevant offjcer at the COVID Clinic gives them; and (b) answer truthfully if a relevant ofgicer at the COVID Clinic asks the person to describe their state of health or asks whether the person has or has had any symptoms.

Note: Once a person is tested in accordance with these directions, the person must isolate until the person is informed of their test result unless the person is informed by a relevant ofgicer that they do not have to isolate: see paragraph 5 of the Quarantine and Isolation (Undiagnosed) Directions I made on 9 May 2020.

DEFINITIONS 7. Afgected aircraft has the same meaning that it has under the Quarantine (Closing the

Border) Directions I made on 5 April 2020.

8. COVID Clinic means premises set aside by the Westero Australian Department of Health or a health service provider for the purpose of testing persons for COVID-19.

9. Health service provider has the same meaning that it has in the Health Services Act 2016. 10. Isolate has the same meaning that it has under the relevant directions. 11. Premises has the same meaning that it has in the Act. 12. Quarantine has the same meaning that it has under the relevant directions. 13. Quarantine direction has the same meaning that it has in the Quarantine (Closing the Border) Directions I made on 5 April 2020. 14. Relevant directions means: (a) the Quarantine and Isolation (Undiagnosed) Directions I made on 9 May 2020; and (b) the Isolation (Diagnosed) Directions I made on 9 May 2020. 15. Relevant officer has the same meaning that it has in the relevant directions. 16. Symptoms means any one or more of: ( a) a ffver of 3 8 degrees or above; or (b) a recent history of fever; or ( c) symptoms of acute respiratory inffction (including, but without limitation, shortness of breath, a cough or sore throat). PENALTIES It may be an offence to fbil to comply with any of these directions, punishable by imprisonnent for up to 12 months or a fjne of up to $50,000 fpr individuals and $250,000 for bodies corporate.
