All web logons will have driver & vehicle services, complete garage address changes and cancel plate access on November 12th, 2019.

If your agency does not have access to the eServices Portal, email rmvbusinesspartners@dot.state.ma.us requesting access for insurance agencies.
All agencies with eServices Portal access must complete an Access Agreement, RMV Business Partner Contact Form, Insurance Agency Access form and eServices Administrator Access form.
If your agency sent documentation for R1 but does not have eServices Portal access and it is needed, contact us at rmvbusinesspartners@dot.state.ma.us, to verify the documentation is complete and updated.

The name of the Uninsured Motorist System (UMS) program has been changed to be the
Insurance Policy Management or IPM Program.
One of the major improvements to the program is the implementation of the Insurance Portal.
This will allow you to update the customer’s policy information in real time in order to provide the best quality service for our mutual customers.

There are several proposed policy and process changes for the IPM program that will not go live
with Release 2 of ATLAS, but that we plan to work with you on to determine the future scope of changes to be implemented in 2020, including: Future Scope Changes (2020)
IPM Policy Cancellation Timeframe
policy cancellation and delete vehicle dates to be within 10 days of the transaction date. Based on input received from numerous carriers, the RMV will maintain the existing practice of accepting a cancellation as long as the cancellation date is between (and including) the policy effective and expiration date.

Trailer Insurance Reporting Rules:
Trailers Reporting of commercial trailers is required regardless of the weight.
Reporting of private passenger trailers is allowed, but optional.

Trailer Inspections
Starting November 12, 2019, all trailers require a VIN to be registered in Massachusetts. Homemade trailers do not have VINs and need to be assigned one. Homemade trailers with a gross vehicle weight greater than 3,000 lbs. will still follow the MA-
Assigned VIN process, requiring an inspection with a State Trooper.

Starting on November 12th the RMV is implementing a Centralized Plate Distribution model. Service Centers will no longer maintain a physical inventory of specialty plate types like the Red Sox or Cape & Island plates. When a customer orders a special plate or vanity plate at the Service Center, it will be mailed directly to the customer or, by request, sent to a Service Center for pick up.
Customers who do not have an active MA plate on their vehicle at the time of their transaction will be provided a temporary registration and a temporary plate to attach to their vehicle until their special plate is received. Note: During the transition period Service Centers may still have specialty plates that can be issued until their stock is depleted.

Identity Requirements for Registration In order for an individual to be a registered owner of a vehicle in Massachusetts, they will need to meet ONE of the following requirements:

Since information already captured in system, physical card is not required. Physical license or front/back color photocopy is required. The physical SSN card is required. We will not accept laminated SSN cards. The same lawful presence proof documents allowed for driver’s services is be allow for vehicles.

The RMV is introducing a new “Get Ready” option for title and registration transactions. The information entered on the Registration and Title Application by entities that elect to take advantage of this webservice option will auto-populate in ATLAS, reducing the data entry that needs to be completed at the Service Center.
