MANAGEMENT HAVE FOUND THE PLANT TO BE SATISFACTORY

  • AVERAGE DAILY FLOWS TO THE WASTEWATER PLANT ARE WITHIN THE PLANT CAPACITY
  • RSD HAS COMPLETED SUBSTANTIAL RENOVATIONS IN THE PAST 5 YEARS
  • ESTIMATED REMAINING USEFUL LIFE OF THE PLANT: APPROXIMATELY 10 TO 15

EVALUATING ALTERNATIVES ON PRESENT WORTH

  • ALTERNATIVE COMBINATIONS ARE EVALUATED BASED ON PRESENT

WORTH CALCULATIONS.

  • THE ALTERNATIVE COMBINATIONS INCLUDE COLLECTION, TRANSPORT,

AND TREATMENT SYSTEM COSTS.

  • PRESENT WORTH ALLOWS FOR THE CALCULATION OF FUTURE ANNUAL

OPERATION AND MAINTENANCE COSTS TO BE BROUGHT BACK TO PRESENT DAY DOLLARS. THIS ALLOWS FOR A MORE EQUITABLE COMPARISON OF COSTS TO THE OWNER AND CUSTOMER BECAUSE O AND M COSTS ARE INCLUDED.

The lowest-cost alternative on a present worth basis is a combination of Options T2 and BB2 – Trevlac Regional/Bean Blossom Local/Helmsburg as-is.

Looking at the County as a whole, including the cost of a new plant in Helmsburg and including the O, M and R costs associated with that plant, constructing regional plants in Trevlac and Bean Blossom becomes the most cost effective Option for the County.
