BROWN COUNTY RSD • Wastewater treatment for the majority of Brown County is provided by individual septic tanks. • According to research from the County Health Dept, 45% of dwellings in Brown County do not have permitted septic systems. Most were built in 1950-90. • Bean Blossom RSD established in 2006. Name changed & service territory expanded to entire County with the exception of Nashville, Helmsburg RSD, and Gnawbone RSD in 2016.

HELMSBURG RSD • APPROXIMATELY 175 PEOPLE • TREATMENT PLANT WAS CONSTRUCTED IN 1995 & RATED TO TREAT 25,000 GPD. • RECENT INSPECTIONS BY THE INDIANA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT HAVE FOUND THE PLANT TO BE SATISFACTORY • AVERAGE DAILY FLOWS TO THE WASTEWATER PLANT ARE WITHIN THE PLANT CAPACITY • RSD HAS COMPLETED SUBSTANTIAL RENOVATIONS IN THE PAST 5 YEARS • ESTIMATED REMAINING USEFUL LIFE OF THE PLANT: APPROXIMATELY 10 TO 15 YEARS.

  8. POPULATION PROJECTIONS/ EQUIVALENT DWELLING UNITS Helmsburg: 132 EDUs/24,1400 gpd Lake Lemon: 353 EDUs/60,010 gpd Bean Blossom: 276 EDUs/52,360 gpd

  9. REPORT ASSUMPTIONS • POPULATION GROWTH WILL BE LIMITED TO VACANT LOTS IN PLATTED AREAS • A LOW PRESSURE COLLECTION SYSTEM WILL BE USED IN ALL AREAS • THE FLOW RATE FOR THE COLLECTION SYSTEM IS 170 GALLONS PER EQUIVALENT DWELLING UNIT PER DAY

REPORT ASSUMPTIONS • AN ADDITIONAL 2,500 FEET OF TRANSMISSION PIPE HAS BEEN INCLUDE IN COST ESTIMATES FOR THE UNKNOWN PLANT LOCATIONS TO HELP ACCOUNT FOR PIPE THAT MAY BE NECESSARY • CUSTOMERS WILL PROVIDE A RIGHT OF ENTRY AND EASEMENT AT NO COST • LAND COSTS FOR NEW PLANTS ARE BASED ON 5 ACRES REQUIRED AND $12,000 PER ACRE • EASEMENTS FOR TRANSPORT COSTS ARE BASED ON $2.50 PER RUNNING FOOT

OPTIONS EVALUATED: BB - 1 Construct a new plant in the Bean Blossom area to treat all flows and abandon the Helmsburg WWTP BB - 2 Construct a new plant in the Bean Blossom area to treat only the flows in the Bean Blossom area BB - 3 Construct a new plant in the Bean Blossom area to treat all flows with the exception of Helmsburg and maintain the Helmsburg WWTP for the Helmsburg Territory Construct a new plant in Helmsburg to treat all flows H - 1 H - 2 Construct a new plant in Helmsburg to treat all flows with the exception of the Bean Blossom area T - 1 Construct a new plant in Trevlac to treat all flows with the exception of the Bean Blossom area and abandon the Helmsburg WWTP T - 2 Construct a new plant in Trevlac to treat Lake Lemon and Trevlac flows, construct a new plant in Bean Blossom to treat flows from the Bean Blossom area, and maintain the Helmsburg WWTP

  12. ANNUAL OPERATION AND MAINTENANCE COSTS BY OPTION

EVALUATING ALTERNATIVES ON PRESENT WORTH o ALTERNATIVE COMBINATIONS ARE EVALUATED BASED ON PRESENT WORTH CALCULATIONS. o THE ALTERNATIVE COMBINATIONS INCLUDE COLLECTION, TRANSPORT, AND TREATMENT SYSTEM COSTS. o PRESENT WORTH ALLOWS FOR THE CALCULATION OF FUTURE ANNUAL OPERATION AND MAINTENANCE COSTS TO BE BROUGHT BACK TO PRESENT DAY DOLLARS. THIS ALLOWS FOR A MORE EQUITABLE COMPARISON OF COSTS TO THE OWNER AND CUSTOMER BECAUSE O AND M COSTS ARE INCLUDED.

  14. The lowest-cost alternative on a present worth basis is a combination of Options T2 and BB2 – Trevlac Regional/Bean Blossom Local/Helmsburg as-is.

  15. Looking at the County as a whole, including the cost of a new plant in Helmsburg and including the O, M and R costs associated with that plant, constructing regional plants in Trevlac and Bean Blossom becomes the most cost effective Option for the County.
