  8. NEPTUNE ENERGY THE NETHERLANDS Q13A ELECTRIFICATION • Installation: 2013 • Location coordinates: 52º 11’ 30.84” N • 4º 08’ 14.66” E • Normally unmanned • Maximum POB: 14 • Water depth: 20.0 m • Distance from Den Helder: 94.6 km (51.1 nm) • Distance from the Scheveningen shore: 13.4 km (7.2 nm) 8

  9. NEPTUNE ENERGY THE NETHERLANDS Q13A - A UNIQUE ELECTRIC POWERED PLATFORM Platform details: • Zero emission to air and sea Electrification details : • Connected to Stedin’s 25 kV substation in the Constant Rebecquestraat (The Hague) • 9 MW capacity of which only 25% used • Dune crossing made by out-of service "Calvé" sewage pipe • Preventing approx 16.000 ton/year of CO2 emissions 9

  10. NEPTUNE ENERGY THE NETHERLANDS Q13A & GREEN HYDROGEN PILOT: PROCESS DESCRIPTION Green electricity supply from shore Desalination/demineralization of sea water at Q13-platform Electrolyze sweet water at Q13-platform Oxygen ( O 2 ) Hydrogen ( H 2 ) Evacuation with existing gas pipeline Vented from the platform 10

  11. NEPTUNE ENERGY THE NETHERLANDS SELECTION CRITERIA NEXSTEP Platform should have sufficient: • Hydrogen gas handling capacity (flow and • Surface area and volume for pilot system pressure) • Loadbearing capacity • Oxygen disposal • Hoisting capacity • Internet connection • Electrical power for electrolyzer and auxiliaries • At least 2 year operational life time • Correct voltage for electrolyzer and auxiliaries • Crew to be trained in operation and HSE aspects of Hydrogen production • Sea water • HVAC • Drinking water • election criteria by nexstep 11

  12. NEPTUNE ENERGY THE NETHERLANDS SURFACE AREA, VOLUME AND LOADBEARING FOR PILOT SYSTEM • Main deck area: 400m² • Deck load: 1680 kg/m² • 40’ container: 40m² • 25t: 625 kg/m² 12

  13. NEPTUNE ENERGY THE NETHERLANDS Q13A-A HYDROGEN PILOT PLANT - ASSUMPTIONS • Type: PEM electrolyser • Nr. of Cell stacks: 1 • Input power: 1 MW • Water consumption: 300 l/h • Hydrogen flow: 200Nm³/h • Hydrogen purity: 99.998% • Outlet pressure: 30 barg • Footprint: 40ft container • Weight: lifting weight of < 20 tonnes • (perhaps requiring 40ft container to be broken down in smaller units) 13

  14. NEPTUNE ENERGY THE NETHERLANDS SEAWATER & FRESHWATER Requirements • Freshwater : 1.4 l/Nm³ x 400 Nm³ /hr = 300l/hr Available • Seawater available: 19 m³ /hr @ 6 barg Additional • Watermaker RO unit - 1m³ /hr, freshwater - 1.9 m³ /hr, seawater feed - 6 kW 14

  15. NEPTUNE ENERGY THE NETHERLANDS HYDROGEN HANDLING • Current production: 4000 b/d oil, 40,000 Nm³ /d gas • 400Nm³ /hr @ 35 barg • Line size required: 1” • Pipeline operating pressure: approx. 32 barg • Compressor probably not required • TAQA could handle the hydrogen on P15 • Assess if hydrogen production can follow offshore wind profile 15

  16. NEPTUNE ENERGY THE NETHERLANDS STATUS AND WAY FORWARD Neptune participates in Nexstep’s Reuse & Re-Purpose working group and since several years in TNO’s North Sea Energy Program. The H 2 pilot was the result of staying tuned in these initiatives. Neptune is still looking for partners in the pilot. Exploring meetings have been held with electrolyser manufacturers, Distributions System Operator Stedin and nearby windfarm operator Eneco. Way forward: • Budget approval from Q13-A partners (TAQA; EBN; Neptune) • P15-C/D operator to join (TAQA) • Request for subsidy; being done by TNO and Nexstep • Get pilot partners on board to supply electricity and PEM electrolyser 16

  17. NEPTUNE ENERGY THE NETHERLANDS COSTS Neptune Costs (+/- 30% accuracy): 2 mln eur for pre-study (Legal, Safety, Permitting, Operational, HR etc etc) 2.5 mln eur for platform modifications Neptune receives 25% subsidy for the above amount Not included: PEM electrolyser and sea water treatment system ( to be purchased by TNO, who recieves 80% subsidy) 2-2.5 mln eur Electricy supply and transport 0.5 – 1 mln eur (trying to get Stedin and Eneco on board) Modifications needed on host platform P15-C/D (TAQA to estimate and get subsidy and partner approval) 17

  18. NEPTUNE ENERGY THE NETHERLANDS TIMELINE Subsidy request finalised and all partners on board: Q1 2020 Budget approval for pre study work appr 2 mln Q1 2020 FEED and scope definition finalised Summer 2020 FID and start purchasing Long lead items (electrolyser) Q3 2020 Delivery electrolyser and Q13-A platform modifications ready: Summer 2021 Onshore electrolyzer tests ready (3 months) Q3 2021 Offshore installation and commissioning ready Q4 2021 Start up Q4 2021 Duration pilot (2 years)+ removal containerised units End 2023 18

  19. NEPTUNE ENERGY THE NETHERLANDS THE BENEFITS Short term • H 2 will be used as fuelgas on TAQA’s P15 • H 2 Production: 200 Nm³ /hr => 0,5 mln Nm³ /y Natural gas equivalent • H 2 content in fuel gas is less than 10%; which is OK according to Solar Turbines • 1,000 t/y abated CO 2 Longer term • Windpower far from shore can be evacuated via existing gas infrastructure to shore, and beyond • H 2 can carry part of the cost operational cost and enable tail end offshore domestic gas production 19

  20. NEPTUNE ENERGY THE NETHERLANDS WINDFARMS BEYOND 2023; ROADMAP TENNET • Windpower to be routed further inland: • “IJmuiden Ver” with 2 x 2 GW DC cables potentially to Geertruidenberg • “Ten Noorden van de Waddeneilanden ” potentially crossing the Waddenzee to Friesland • High cost and long term permitting 20

  21. NEPTUNE ENERGY THE NETHERLANDS WINDFARMS BEYOND 2023: HYDROGEN ROUTE • Hydrogen commingled with Natural gas to shore • Can the conventional steam reforming process maintain the economic value of H2? 21

  22. NEPTUNE ENERGY THE NETHERLANDS WINDFARMS BEYOND 2030: HYDROGEN ROUTE • Vattenvall and Equinor: Magnum powerplant run on “Blue Hydrogen” • Gasunie started up HyStock in summer 2019 • NAM intends to convert their “ Gaszuiveringsinstallatie ” in Emmen 22
