  3. Why should you care? ➢ Public IP Number Resources are The Internet ➢ An essential part of people’s lives. ➢ Now a basic human need/right ➢ In the RIR system, the community decides on how these resources are managed ➢ Participate & help us better manage resources, for Africa. 3

  4. POLICY DEVELOPMENT Number Resources Management Policies ➢ Guideline by which AFRINIC Ltd manages resources ➢ Guidelines for the services offered by AFRINIC around these resources ➢ Developed by the AFRINIC Community ➢ Developed through the Policy Development Process

  5. POLICY DEVELOPMENT ---- The set of steps by which the African Internet community proposes, deliberates and adopts the policies that guide the use of number resources in the AFRINIC service region---- Open Transparent B o t t o m - u p

  6. PDP principles • Openness: • Policy development happens in an open forum • Anyone can participate. • Transparency: • Everything documented, publicly available. • Fairness: • Goal of all discussions is to ensure fair distribution of resources. 6

The PDP ➢ The PDP is a documented policy (CPM 3.0), also subject to change. ➢ Procedures in the PDP are designed to be fair, open, objective. ○ Provide ample opportunity for participation by any interested party. ○ Decisions based on “ consensus ”. ➢ Changes to the PDP must follow the PDP ➢ Implemented policies can evolve to adapt to new situations that prevail 7

  9. AFRINIC Policy Manual All ratified policies are documented in the AFRINIC Policy manual https://www.afrinic.net/policy/manual The manual is updated once new policies are ratified and implemented

  10. AFRINIC Public Policy Meeting ➢ At least 1 Meeting a year ➢ During AFRINIC-32 ,PPM will be held on 16-17 Sep2020 ➢ 12 Policy Proposals shall be discussed ➢ Agenda https://2020.internetsummit.africa/en/agenda/programme

  11. Coordination • The “PDWG” – is composed of anyone that is involved in discussing a policy proposal. • It is chaired by 2 co-chairs (Volunteers)– currently: • Moses Serugo (Uganda) • Abdulkarim Oloyede (Nigeria) • Supported by AFRINIC (secretariat duties). 11

  12. How to participate Requirements ➢ Interest in how AFRINIC manages its resources ➢ Understand English/French (most of the discussions are in English) ➢ Email address ➢ Internet access

How to participate(online) ➢ Contribute your views regarding the policies on the mailing list ○ To facilitate the thread on the mailing list & ease of understanding of the discussions , Pick up/Maintain the subject line e.g AFPUB-2019-GEN-007-DRAFT02 (Chairs Elections Process) ➢ Attend policy webinars (new initiative) ➢ Encourage participation in your organization (remotely)

Summary of policy proposals under discussion Title Overview Policy Compliance Dashboard Give recommendations to AFRINIC in regard to the implementation of a dashboard on its member portal that will show & send reminders to members who do not comply with existing policies & contractual requirements RPKI ROAs for Unallocated & Proposes that AFRINIC create ROAs with AS0 for all its Unassigned Resources available & reserved resources to restrict the propagation of BGP announcements for these resources Abuse Contact Policy Update All members of AFRINIC shall have an abuse contact that is reachable and responsive , so as to facilitate reporting of abuses originating from the IP resources they hold

Summary of policy proposals under discussion Title Overview Board Prerogatives on the PDP Amends the PDP to reflect what the prerogatives of AFRINIC Board shall be Simple PDP Update for the New Define rough consensus & amends the current Normal consensus guidelines PDP Working Group Guidelines defining clear and explicit Working Group guidelines and & Procedures procedures Chairs Election Process Defines a complete process for nominating & choosing the co-chairs of the Working Group Impact Analysis is mandatory Proposes that staff impact assessment are mandatory & strict deadlines for their submission
