  • June 1, 2016: Initial briefing.
  • June – September: Stakeholder subcommittee formed to:

 Identify content-based standards;  Deliberate code structure; and  Develop alternatives.

  • November 2, 2016: Subcommittee presentation of findings and
  • recommendation. Planning Commission scheduled a public hearing for

December 7th.  Average cost for a sign permit: $300.00.  Average review time per sign is 30 days.  Temporary structures permitted 180 days.  No public comments have been received.

Chapters Proposed to be Amended:

  • Bring sign codes for the rural county and the Urban Growth Areas of

the three cities into conformance with court decision Reed v. Gilbert.

  • Existing entitlements should not be removed, or diminished.
  • Provide clear prohibition to unofficial signs being situated in the

Right-of-Way.

Preferred Option

Pros:

  • 1. Meets stated objective.
  • 2. Provides for noncommercial speech in all codes.
  • 3. Reduce contradiction between temporary and exempt signage.

Con:

  • 1. May create some ambiguity in relation to allowable temporary

signage.

  • 2. Expands allowable time limits for some types of temporary event

signage.

Staff’s Recommendation

Following the public hearing the Planning Commissioners may close the proceedings, and:

  • A. Conduct and/or schedule a work session for further deliberations;
  • B. Draft a recommendation for the Board of County Commissioners to

adopt the proposed regulations; or

  • C. Request that staff make changes to the proposal and schedule another

meeting and/or public hearing.

Next Steps

  • B. Close the public hearing, move to approve the preferred option, and

request that staff draft a letter to the Board recommending adoption of amendments as proposed.
