Implementation of SMSs in transportation systems by elevating SMSs to its Most Wanted List.

§

SMSs continuously identify, address, and monitor threats to the safety of company

  • perations by doing the following:
  • Proactively address safety issues before they become incidents/accidents.
  • Document safety procedures and requiring strict adherence to the procedures by

safety personnel.

  • Treat operator errors as system deficiencies and not as reasons to punish and

intimidate operators.

  • Require senior company management to commit to operational safety.
  • Identify personnel responsible for safety initiatives and oversight.
  • Implement a nonpunitive method for employees to report safety hazards.
  • Continuously identify and address risks in all safety-critical aspects of operations.
  • Provide safety assurance by regularly evaluating (or auditing) operations to identify

and address risks.

Operating pipelines safely is a complicated job. Sometimes, it is made more difficult by the burden of many things.

  • Pursuit of personal and vehicular safety in the workplace
  • Reporting to many regulators
  • Managing product quality and through put
  • … one can stay busy every moment of every day but still

Why is the SMS important . . .

A Safety Management System forces action on the important things.

  • This means not reviewing risk when you think about it or

have time, but as scheduled events, acting with intentionality rather than sporadically

  • An SMS forces important reviews and actions to become

routine activities

  • An SMS includes documentation that risk management

has occurred and that action items are completed

  • SMS seeks continuous improvement in processes and in

the management system itself

  • SMS is a journey, not a box to check

Current Status

§ The first ballot for RP 1173 closed

8/4/2014

– The ballot was successful with

86% positive votes (3 negative votes)

– The committee has followed up

with each negative voting member to learn if their concerns can reasonably be resolved

– 1000 comments were filed – All 1000 comments have been

assessed and either accepted, denied, or accepted with conditions

– The revised RP has been posted for

ballot until Dec 20, 2014.
