The recipient will receive:  a grant from the Conseil des arts de Montréal in the amount of $15,000;  40 hours of studio time at the Maison du Conseil, provided free of charge;  a five-day residency in a studio with technical support provided by Les 7 doigts de la main;  a five-day residency in a studio with technical support provided by Cirque Éloize;  a five-day residency in a studio with technical support provided by TOHU;  20 to 40 hours of personalized support over a period of two years, provided by the circus arts national network En Piste;  a one-year membership to the network, if the recipient has never been a member, subject to the criteria of the membership policy. 1.9. WHAT ARE THE PROGRAM OBJECTIVES? This pilot project is intended to:  foster research and exploration to develop new forms of circus arts,  promote “auteur” circus performance,  encourage the exploration of original creations,  provide an opportunity to achieve an initial stage of documented development in order to then seek out partners and public and private sources of funding,  provide funding for creative research unfettered by presentation constraints,  promote encounters and knowledge sharing among professionals in the field,  position Montréal at the forefront of creative development in the circus arts. 1.10.   • 2. CONDITIONS

OF APPLICATION FOR COLLECTIVES AND ORGANIZATIONS

2.1. GENERAL CONDITIONS OF ELIGIBILITY FOR COLLECTIVES Status and conditions

  • i. Be represented by an application supervisor;
  • ii. be a group of artists, regardless of number;
  • iii. consist of two-thirds Canadian citizens or permanent residents of Canada;

no more than one-third of collective members may reside outside Canada;

  • iv. be made up of artists the majority of whom reside on the Island of

Montréal, including the application supervisor. Professionalism

  • v. Be made up of professional artists, all of whom meet the Conseil’s

definition. 2.2. GENERAL CONDITIONS OF ELIGIBILITY FOR ORGANIZATIONS Status and conditions

  • i. Be a non-profit organization or cooperative that pays no dividends;
  • ii. be headquartered on the Island of Montreal;
  • iii. have a board of directors the majority of whom are Canadian citizens or

permanent residents of Canada;

  • iv. have the mandate to create, produce or present artistic works.

Professionalism

  • i. Possess a level of recognized and demonstrable competence;
  • ii. be directed by qualified persons;
  • iii. present activities whose artistic quality is recognized by peers in the same

artistic field;

  • iv. employ professional artists and cultural workers.

2.3. SPECIFIC CONDITIONS OF ELIGIBILITY FOR COLLECTIVES AND ORGANIZATIONS

  • i. Have read the technical data sheets for each of the three residency

venues to ensure the project’s technical feasibility;

  • ii. be available on the pre-established dates of the residencies;
  • iii. have valid civil liability insurance for the duration of the residencies;
  • iv. if relevant, present the results of the residency as a talk or an excerpt to

residency hosts and relevant partners after the three residency periods;

  • v. ensure that at least one representative is available for at least 20 hours to

take active part in the professional guidance process provided by En piste;

  • vi. take part in a review meeting with project partners.
  • 3. WHO MAY NOT APPLY AND WHY?

3.1. APPLICANT INELIGIBILITY  Individual artists;  collectives and organizations who do not meet the general and specific conditions of eligibility;  for-profit or non-profit collectives that are incorporated or are registered partnerships;  groups, associations, service organizations, or artist agents; 

  • rganizations dedicated to teaching, education, and professional training;

 public and para-public organizations and municipal corporations; 

  • rganizations registered as partnerships.

3.2. PROJECT INELIGIBILITY  previously presented projects  premiere of a circus number1  works that are ready to be premiered, produced, or staged

  • 4. PROGRAM DETAILS

4.1. WHAT IS THE PURPOSE OF THE PROGRAM? To develop original creations that explore new circus dramatical works through research and exploration, unfettered by presentation constraints in order to foster “auteur” circus works and the emergence of new aesthetics. Applicants may present a project that has previously undergone an initial research phase. However, such an initial phase is not an eligibility criterion. 4.2. HOW LONG DOES THE FUNDING LAST? The grant is one-time and non-recurrent. The residency has five parts:  In the studios2 of the Conseil des arts de Montréal in the Gaston-Miron building between January 2020 and September 2020,  In the dance studio of Les 7 doigts de la main between January and March 2020 and June and August 2020,  In the dance studio of Cirque Éloize between January and March 2020 and June and August 2020,  In a studio offered by TOHU between July and August 2020,  Personalized support from January 2020 to December 2022 provided by the circus arts national network En Piste. 4.3. WHO MUST FILE THE APPLICATION? For collectives: the member in charge of the collective For organizations: a representative appointed to file the application 4.4. WHAT IS THE NATURE OF THE GRANT? 4.4.1. Financial assistance  A $15,000 grant, to be used for rental or purchase of technical materials and equipment, producing project documentation, administration fees, purchase of short-term civil liability insurance and other related fees. 4.4.2.  40 hours of studio time ($18/h) at the Maison du Conseil, a value of $720  5 days in a studio with technical support provided by Les 7 doigts de la main, a maximum value of $6,200  5 days in a studio with technical support provided by Cirque Éloize, a maximum value of $6,200  5 days in a studio with technical support provided by TOHU, a maximum value of $6,200  20 to 40 hours of personalized support over a period of two years, which may include expertise and advice in areas such as production, fundraising, marketing, and networking provided by the circus arts national network En Piste, a value

been a member, subject to the criteria of the membership policy, a value of $94. The grant recipient will reserve the studio time included in the grant on the Conseil’s website. These reservations are subject to the same policies as paying users. The grant recipient must contact Les 7 doigts de la main directly to reserve the dance studio. These reservations will be subject to the current residency reservation and hosting policy. The grant recipient must also reserve studio time with the Cirque Éloize and with TOHU. Please note that the person in charge of the collective will receive income tax forms (T4A and Relevé 1) in the amount of the grant at the end of the year. 4.5. ARE PROJECTS THAT LAST SEVERAL YEARS ELIGIBLE? The duration of the residencies at the Conseil’s studios are limited to the dates set out in section 4.2.

  • 5. APPLICATION EVALUATION

Applications are evaluated in two stages:

  • 1. Preselection stage of two applications by the circus arts and street

performance committee, based on an artistic evaluation of the project.

  • 2. Technical feasibility evaluation of the two preselected applications by an ad

hoc committee made up of a representative from the circus arts and street performance evaluation committee, a representative from Les 7 doigts de la main, a representative from the Cirque Éloize and a representative from TOHU. All projects will be judged on merit, and the selection will take into consideration the projects’ comparative value.

5.1. WHAT ARE THE APPLICATION CRITERIA? The evaluation committee will consider the program objectives and the following criteria:  Artistic quality: 60%  the residency project’s artistic quality and interest  the quality of previous projects created by the members of the collective

 innovation, creativity, and artistic risk-taking of the proposed approach  exploration of new disciplines and circus-arts writing  originality of technical approach  Contribution to development of discipline: 20%  contribution to the variety of the practices offered in the Montréal area  project’s contribution to the development of the discipline  Project management and administration: 10%  realism of budget and financial balance  effort to remunerate artists and designers  Technical feasibility: 10 %  project feasibility with respect to the technical data sheets of the three residency venues and the proposal’s realism 5.2. WHO EVALUATES APPLICATIONS AND HOW ARE DECISIONS MADE? 5.2.1. What is the evaluation procedure? Four-phase process

  • 1. Applications are received and checked for eligibility by the

relevant staff members, overseen by their supervisors.

  • 2. Applications are examined and two are preselected by the

evaluation committee (peers).

  • 3. The technical feasibility of the two preselected projects is

examined and one proposal is recommended by the ad hoc committee.

  • 4. The board of directors meets to make a final decision and award

the grant. 5.2.2. Who else has access to my application? If necessary for analytical purposes, the Conseil may consult with other

  • rganizations involved in the same grant applications or with outside

experts. 5.2.3. Is the information in the application kept confidential?

The Conseil guarantees that personally identifiable information in its possession will remain confidential and that no confidential documents it receives will be accessible, subject to the provisions of the Act respecting the protection of personal information in the private sector (Chapter P-39.1).

  • 6. SUBMITTING AN APPLICATION

6.1. WHAT MEDIUM SHOULD I USE TO SUBMIT MY APPLICATION? Go to www.artsmontreal.org/en/orora and follow the directions for completing a grant application. You will be asked to create or update your profile (as applicable), after which you will have access to your application history and your correspondence with the Conseil. If you encounter problems or have questions, please contact the Conseil by phone at 514-280-3580 or by email at artsmontreal@ville.montreal.qc.ca, mentioning ORORA in the subject line. 6.2. HOW SHOULD MY APPLICATION BE STRUCTURED? The organization’s or collective’s representative should fill out the Impact Residency Pilot Project form at https://orora.smartsimple.ca/. 6.3. WHY DO I HAVE TO COMPLETE A PERSONAL IDENTIFICATION FORM? The Conseil compiles data from the personal identification to use for analysis, research and/or evaluation purposes. These statistics are also consulted for program management purposes as well as financial and service allocations.

6.3.1. Where can I find the personal identification form? You’ll find a link to the personal identification form on your profile on the ORORA portal https://orora.smartsimple.ca/. 6.3.2. How are my data managed? Pursuant to the Act respecting the Protection of Personal Information in the Private Sector (Chapter P-39.1), all data are kept confidential. Data is managed and used only by Conseil employees who require access to this personal information in order to properly do their jobs. 6.3.3. Am I obligated to answer the questions? Pursuant to the Quebec Charter of Human Rights and Freedoms (Chapter C-12), you are not bound to answer the questions, but we strongly urge you to do so. Your answers are important for us to draw an accurate portrait of the Montréal arts scene. Failure to reply will not adversely prejudice your application for most of the Conseil’s programs (General Funding Program, Touring Program, etc.). However, if you decline to disclose your personal information, the Conseil may be unable to process your application for certain programs aimed at specific clienteles (emerging, Indigenous or culturally diverse artists, immigrants, etc.). Only certain information deemed truly essential for the evaluation of certain programs is liable to be conveyed to evaluation committee members (peers) and the board of directors. 6.3.4. Can I access the data myself? Every person has the right to access personal information concerning them held by the Conseil, in accordance with the Act respecting the Protection of Personal Information in the Private Sector; see DIVISION IV – ACCESS BY PERSONS CONCERNED (sections 27 to 33). 6.4. WHAT IF I DON’T HAVE ACCESS TO A COMPUTER? Contact the program manager and ask for permission to file your application

  • n physical media.

6.5. WHAT DOCUMENTS DO I HAVE TO INCLUDE? All applicants:  list of participants (artists, designers, and other significant contributors)  brief curriculum vitae of artists (2 pages maximum per artist)  technical information and/or lists of equipment envisioned, if relevant Organizations only 

  • rganization’s letters patent and bylaws, if this is a first application or if

they have been amended since the first application  most recent financial statements

6.6. ARE THERE ANY RESTRICTIONS ON WHAT I CAN SUBMIT? Limit your answers to the number of words or pages requested. Unsolicited attachments or documents received after the application deadline will not be accepted for evaluation.

  • 7. PAYMENT OF GRANT

7.1. WHAT ARE THE PAYMENT ARRANGEMENTS? The grant of $15,000 is paid in two installments:

  • 1. $12,000 at the start of the residency,
  • 2. $3,000 upon reception of the final project report.

7.2. WHAT ARE THE PAYMENT METHODS? 7.2.1. First-time grants for collectives For first time grant recipients, payment is conditional upon reception of your social insurance number and contact information by Radhia Koceir (514-280-3580) so that a T4A income tax form can be issued. 7.2.2. Direct deposit The Conseil des arts de Montréal makes all its payments by direct

  • deposit. To receive direct deposits, artists and organizations must first

register as a supplier with the City of Montreal. For instructions on how to sign up for direct deposit with us, see the document Electronic Payment Subscription Process at www.artsmontreal.org/en/direct.deposit and send your documents to the specified address.

  • 8. RECIPIENT OBLIGATIONS

8.1. REPORTS 8.1.1. What? The grant recipient must file a report upon completion of the project, along with a final budget. 8.1.2. When? Within three months of the project’s completion. 8.1.3. Where? Report forms are available

the ORORA portal https://orora.smartsimple.ca/. You will be notified by email when they become available. 8.1.4. What if no report is submitted? Grant recipients who fail to file the required reports within the required time frames if they are in a position to do so will not be eligible to file

8.2. OTHER OBLIGATIONS 8.2.1. Proof of commitment Accepting payment of the grant constitutes an engagement to complete the activities covered by the grant and to respect the accompanying conditions. 8.2.2. Notifications The grant recipient agrees to:  be sufficiently available during the winter and summer of 2020 to complete the allocated residency hours;  work closely with each of the partners;  be able to plan the residency schedules in advance;  adhere to the scheduled residencies and guidance sessions;  carry out the project as planned;  notify the Conseil, as soon as possible, if it is unable to complete the project and related activities during the intended fiscal year. Depending on the circumstances, the grant recipient may be required to repay the grant, in part or in full;  file activity and financial reports at the required intervals. 8.2.3. Visibility and logo The grant recipient must publicly acknowledge the contribution of the Conseil des arts de Montréal, Les 7 doigts de la main, Cirque Éloize, TOHU and the circus arts national network En Piste by reproducing the logos in their programs, brochures, flyers, website, and other promotional material. The Conseil’s logo and specifications for its use are posted on its website at: www.artsmontreal.org/en/council/logos. 8.2.4. Compliance Where applicable, the recipient agrees to comply with certain special conditions pertaining to the use of the grant.

  • 9. APPLICATION AND RESPONSE DATES

9.1. WHAT IS THE APPLICATION DEADLINE? The Conseil does not fund already completed projects. Deadline: October 15, 2019 at 11:59 p.m. 9.2. WHAT IF THE DEADLINE FALLS ON A STATUTORY HOLIDAY? If the deadline falls on a statutory holiday or other non-business day (Saturday

  • r Sunday), it is extended to the next working day.

9.3. WHAT IS THE RESPONSE TIME? It takes 8 to 9 weeks from the submission deadline for the Conseil des arts de Montréal to come to a decision. 9.4. HOW WILL I BE NOTIFIED OF THE DECISION? The grant recipient will be notified by email. No decisions will be given over the phone. 9.5. CAN I APPEAL THE DECISION? Decisions of the Conseil des arts de Montréal are final and cannot be

  • appealed. However, Conseil staff are available to answer any questions you

may have about the decision. 9.6. WHO CAN GIVE ME INFORMATION ABOUT MY APPLICATION? Applicants agree not to contact members of evaluation committees, juries, or Conseil board members at any time concerning the processing, evaluation, or decisions related to their application. Only Conseil staff are authorized to answer applicants’ questions.
