  2. 02/03/2015 What are Personal Health budgets? ∗ An allocation of NHS money to support a persons health and wellbeing needs ∗ Use of the money planned and agreed between person and NHS team ∗ Aim = Greater choice, flexibility and control over care and support they receive Exclusions The following cannot be purchased with a PHB; ∗ Emergency or acute services ∗ The majority of primary care services (These services accessed universally in usual way) ∗ Alcohol and Tobacco ∗ Gambling ∗ Anything illegal 2

  3. 02/03/2015 Who can have PHBs? ∗ All adults and children eligible for Continuing Healthcare have the ‘right to have’ a PHB from 1 st October 2014 ∗ People with long term conditions who could benefit should have the option for a personal health budget – from April 2015 ∗ Voluntary – decision of individual PHBs Address Health & Wellbeing ∗ Isolation/socialisation ∗ Exercise ∗ Diet ∗ Environment ∗ Integration 3

  4. 02/03/2015 Implementing PHBs ∗ Support Plan Co-design ∗ Budget Setting Budget reflects identified need The person knows how much money they have upfront NHS funds all the care agreed in PHB plan ∗ Budget Management Direct payment, Third party, NHS ∗ Brokerage support Benefits National Evaluation (2013): ∗ Positive impact on quality of life: ∗ Improved Psychological wellbeing (control/motivation/design of their care plan ∗ Greater Choice (Choose the health and wellbeing outcomes they want to achieve, in a dialogue with health professionals) ∗ Flexibility of care (Able to spend the money in ways and at times that make sense to them, as agreed in their care plan.) ∗ No significant improvement in clinical outcomes 4
