What is the Penny for Pinellas? • A 1% sales tax paid by everyone who spends money in Pinellas County. • Nearly one third of revenues are paid by tourists and seasonal visitors. • The 1% sales tax was originally enacted in 1990 and renewed in 2000 & 2010. • The tax is NOT collected on essentials such as groceries and medicine. • The tax applies to ONLY the first $5,000 of a single purchase. • Revenue stays LOCAL. It is collected and reinvested in capital improvement within Pinellas County. • The revenue collected allows investment in infrastructure without utilizing property tax revenue. Annually, the Penny generates the equivalent of 2.4 mills of property tax value ($240 for the average home in Pinellas County) • The City has received over $40 million since the Penny was first enacted in 1990.

What can the Penny be used for? • Investment in Infrastructure: Infrastructure is defined to include any fixed capital expenditure or outlay associated with construction, reconstruction or improvement of public facilities that have a life expectancy of 5 Years or more. • Land acquisition and improvement • Fire and Police vehicles and associated equipment with a life expectancy of 5 years or more • Fire and police equipment with a life expectancy of 5 years or more

Penny Renewal Facts and Timeline • March-April 2017: Community and Legislative Body Discussion and Input • April 2017: Establishment of County and Municipality Priorities • May 2017: Public Information Materials Produced by Pinellas County • June 2017: Municipalities execute inter-local agreement with Pinellas County • July – August 2017: BCC establishes ballot language and ratifies inter-local agreement • Summer – Fall 2017: Public education and outreach • November 7, 2017: Referendum election on Penny Renewal

Revenue estimates: • Total Projected Revenue: $2.0 Billion • County wide Investments: $225 Million (11.3%) Jail & Court Facilities: $60 Million Jobs, Wages, Housing: $165 Million • Balance Split County and Municipalities: $1.8 Billion Pinellas County: $915 Million Municipalities: $853 Million (Tarpon Springs $30.9 Million) • Tarpon Springs 2017 Estimated Penny Revenue = $2,328,957 Equivalent Millage = 1.4717 or 27.2% increase to the current millage rate of 5.42 for a total of 6.89

COUNTY-WIDE INVESTMENT - $165 Million MORE JOBS, HIGHER WAGES & MORE HOUSING OPPORTUNITIES • Partnership between County, Municipalities and Housing Finance Authority • Infrastructure investment to attract large employers • Affordable workforce and transitional housing • Site development: land assembly, site prep, infrastructure improvements • Industrial and Class A Office Space development • Redevelopment and Repurposing Pinellas County envisions a tiered approach to distribution of funds based on size with matching funds from the City with projects to be prioritized by a review group to be determined.
