Policy context  Significant disparities between countries in R&I performance persist = > "science divide"  Disparities in H2020 funding  Widening participation to tackle this divide is a shared responsibility – Member States and EU  Onus on Member States and institutions in widening countries to carry out reforms  Supported by EU through: - ESIF used for R&I capacity-building - H2020 specific measures €800 million: Teaming, Twinning, ERA Chairs, COST, Policy Support Facility to help reform national R&I policies Date: in 12 pts

Rationale for MSCA  Clear evidence of a science divide in MSCA  Calls for change at political level Council Conclusions of 30 November 2016 on Young Researchers " invites the Commission and Member States to foster and adequately reward all types of mobility … while taking into account the need to close the R&I divide across Member States and regions "  Evidence of untapped potential in widening countries; Recognition of barriers such as 'old boys networks'; Lack of a level playing field  Commitments to tackle widening by Commissioners Navracsics (Education) and Moedas (R&I) Date: in 12 pts

Evidence of a science divide in MSCA  EU-13 accounts for 20% of the EU population or 12% of the EU researcher population … but receives only 4.6% of MSCA funding in H2020  Among EU-13, variation across countries and actions  And widening is largely but not exclusively EU-13 problem  Widening countries tend to apply less, coordinate fewer projects and have a higher share of rejected proposals.  However, all widening countries have a lot of proposals above threshold and a majority of widening countries have excellent (very high- scoring) proposals not funded due to lack of budget. Measures to support w idening for MSCA National level  National and institutional strategies linked to smart specialisation, strengthening synergies (ESIF , Teaming, COFUND, Seal of Excellence, etc), creating more attractive research environment  Better administrative support, targeted awareness raising, showcasing projects. Long-term strategy EU level  2017 NCP Call – includes additional support for widening NCPs  Seal of Excellence  Pilot action for individual fellowships in widening countries in Work Programme 2018-20 Date: in 12 pts

  22. Pilot action for w idening fellow ships  Aim to create a more level playing field by allowing institutions from widening countries to compete.  Compatible with excellence principle as very high-scoring proposals are currently not funded.  A small, pilot action is included in the Widening part of the H2020 Work Programme 2018-20  The action is open only to applicants (irrespective of nationality) wishing to undertake their fellowship in a widening country  Applicants should apply to the MSCA Individual Fellowships call and, if they not funded, will be automatically re-submitted to Widening fellowships call  Budget of around EUR 5-6 million per year will fund 30-40 fellowships per year (2018, 2019, 2020) Date: in 12 pts

  23. Part 3 Seal of Excellence Education and Culture

  24.  Oversubscription in H2020 means a lot of very high quality proposals are not being funded  Seal of excellence introduced for MSCA IF Call 2016. More than 2 300 applicants who scored at least 85% received a Seal.  Dual aim: i) provide researchers with recognition of quality which may help their career ii) support researchers and host institutions in their search for alternative funding  Recipients have passed a high-quality assessment process which reduces the need for countries/ institutions to carry out new evaluation Date: in 12 pts
